THE COUNTY CLERK.
WHEREAS, by Board of County Commissioners Resolution
R-39-80; January 8, 1980 and City Commission Resolution 79-
880; December 27, 1979, execution of a City/County Agreement
for $75,000 plus a 251,o local match was authorized for De-
partment of Planning and Trade and Commerce Development
economic development planning services for Fiscal Year 1979-
1980 funded through an Economic Development Administration
302 Planning Grant to Metropolitan Dade County; and
WHEREAS, by Board of County Commissioners Resolution
R1322-80; October 7, 1980 and City Commission Resolution 80-
802; November 6, 1980 execution of contract amendment No. 1
was authorized which a) amended the Personnel table; b)
extended the time of performance to December 31, 19SO and
c) increased the contract amount by $19,280 to $94,280 plus
the local match to be provided by personnel working on other
grants; and

Department of Commerce by letter of April 1, 1981 has made
a grant offer to Metropolitan Dade County, Part -or which
will be passed through to the City; and
WHEREAS, the Board of County Commissioners is expected
to accept the grant award and to authorize the County Managor
to execute contract amendments, and
WHEREAS, the City Commission wishes to foster economic
development throughout the City by fostering; economic devel-
opment planning and implementing capacity;
NOW, THEREFORE, BE IT RESOLVED BY THE C0MMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The City Manager is hereby authorized to exe-
cute an agreement, substantially in the form of the attached
amendment No. 2, amending the existing agreement between
Metropolitan Dade County and the City of Miami for economic
planning activities to be rendered by the Department of Plan-
ning and Trade and Commerce Development; by amending the per-
sonnel table, by extending the time of performance to March
31, 1981 and by increasing the agreement amount by $17,815
to $112,095 plus a 25% local match, in order to accept'an
award of funds from the Economic Development Administration
302 planning grant through Metropolitan Dade County, for the
purpose of establishing economic development planning and
j implementing capacity.
Section 2, Tile City is directed to immediately forward
a copy of this Resolution to Richard P, Brin%er, Clerk of

Per the attached correspondence, the Economic Development Admin-
istration, U.S. Department of Commerce has made a grant offer to

to the City. The Board of County Commissioners is expected to
accept the grant and to authorize the County Manager to execute.

will be getting $17,815 and must provide as its local share, $5,940.

The Administration's economic program includes, a request that
Congress approve the recision of a large portion of the Economic
Development Administration's (EbA). 1981 fiscal year appropriation,
In conjunction with this decision, all of EDA's planning grant
renewals have been halted since January. Recently, EDA has been
authorized to offer grantees with renewal dates prior to April If
1981, limited funds. These funds will not exceed 15% of the
monthly grant levels for each month between the renewal date and
March 31, 1981.
Pursuant to Section 302(a) of the Public Works and Economic
Development Act of 1965, as amended, EDA offers to Dade County
an amendment to Grant Number 04--25-01356 which was effective +
on September 30, 1979.
This amendment modifies the existing grant offer as follows:
A. The expiration date is changed from December 31, 1580
to March 31, 1981, extending the grant period by three
months.
B. The existing Federal funding of the budget is increased
by $37,500 for the extended period, against the line
item budget of the Special Terms and Conditions, 'in the
manner depicted in Attachment A.
C. The existing non -Federal funding of the budget is in-
creased by $12,500 for the extended period, against the
line item budget'of the Special Terms and Conditions in
the manner depicted in Attachment A.
D. An amendment to the anti -discrimination requirements, and
the scope of work for this grant period are detailed in
Attachment B.
E. EDA will make iil;,.s grant payment, in the amount of $37,500,
upon receipt of the acceptance of this amendment.

cipal corporation of the State of Vlorida, hereinafter called
"CITY" and Metropolitan bade County, hereinafter referred
to as "COUNTY",
WITNESSETIt
WHEREAS, the City and the County entered into an agree-
ment effective October 1, 1979 for the performance of econo-
mic development planning services by the CITY, funded through
U.S. Department of Commerce Economic Development Adminis-
tration 302 Planning Grant to the COUNTY; and
WHEREAS, it is deemed desirable by both parties to ex-
tend the time of performance to March 31, 1981 with a cor-
responding increase in the contract amount; and
WHEREAS, the parties to the AGREEMENT agree that
the above changes require amendment of the AGREEMENT as
allowed by the procedure in Section VI of the contract, with all
other provisions remaining unchanged;
NOW, THEREFORE,the parties do mutually agree, as
follows:
1. Existing paragraph 1 of Section I is hereby
deleted and a new paragraph 1 of Section I
is hereby substituted in lieu thereof to
read as follows:
