It is recommended that the City Commission 1)
appoint three (3) i_ndfyiduals to serveon the
newly created Miami -Aud,i tAdvi so_rV ,Committee with
said appointments to 5c u e: City manager or his
designee, and two (2) citizen members. 2) specify
terms of appointments of three citizen members.
On February 26, 1981 the City Commission adopted Ordinance #9245
creating the Miami Audit Advisory Committee which resulted from
recommendations made by Booz, Allen &- Hamilton, Inc. to assist in
improving the City's audit,` procedures and programs.
The membership and terms of the Miami Audit Advisory Committee consist
of the following.

*1 Citizen member 1'yr.
1 Citizen member 2 yrs.
1` Ci ti'zen member 3 yrs .
*Mote: Commissioner Joe Carollo designated on April-23, 1981.
One citizen member (Ray Rodriguez) appointed on
April 23, 1981, without specifying ,his term.
Minimum requirements (ofeducation and experience) and desirable
qualifications were established at the April 9 1981 Commission
meeting and are _summarized _as follows:

organization -wide audit "program in the private or public

Booz, Allen is pleased to submit proposed criteria for the
appointment of citi-en members to the newly created "Miami Audit
Advisory Committee= This submittal is made in accordance with
Task 1'of our current scope of services dated December 18, lQ$0
as approved by the Mayorand Commission.
The Mayor and Commission recently passed and adopted an
ordinance creating the ":Miami Audit Advisory Gcmmittee." The
Ordinance calls for the appointrent of three citizen members by
the Mayor and Cc^�ission. The general pu rose and duty of the
Committee is "to advise and assist the tits; commission to improve
the effectiveness and usefulness of the City's audit procedures
and programs...
-The ordinance requires that the three citizen members "be
;qualified and distinguished by their education, experience, and
attainments in the accounting profession, the practice of lava,
banking, or business management." The intent is to create a
commf'
ittee that is representative o'the*pro-essional, management,
.and business skills required to deal effectively with the broad
subject of auditing. It is suggested that criteria to guide the
appoint:aent'of citizen members be established as follows:
Education--1'inimum requirement of an undergraduate
college degree with an emphasis in such areas as
accounting, business administration, or financial,
management; or a graduate college degree in such areas
as law, accounting, banking,
business administration
or public administration.

the American Institute of Certified Public Accountants,

could be reccgniced would include publications in
professional journ-is, lectures at professional
conferences or instruction at a professional or edu-
cational institution.
These suggested criteria would establish two areas of ru., mum
required qualifications (education and e..perience) and one area
of desirable qualification (attainments), by 'which nominhn for
the ` tdiami Audit Advisory` Committee should be judged:; If these
criteria ara followed or exceeded, this cormittee should be capable .
of providing substantial and meaningful assistance ,to the Mayo -
