WittktAS, by Resolution Not 80-561, on July 24, 1980,
the City Commission adopted a'Citizen Partict.pation Plan for
the Community Development Block Grant Program, and
WHEREAS, in accordance with said Plan`an election, was
held in the Allapattah Community Development target area on
October 14, 1980 and
WHEREAS, voters in the Allapattah target area elected
a ten member elected/appointed Board as their structure of
citizenpartici.patlon; and
WHEREAS, Section B, Paragraph 7, of the Citizen Parti-
cipation Plan states that an Advisory Board Member can be
removed if absent without good cause from two meetings in
any one Community Development year; and
WHEREAS, four of the ten Advisory Board members have
been absentwithoutgood cause from at least two Community
Development meetings since October, 1980; and
WHEREAS, at an April, 21, 1981 meeting, six members of
the Allapattah Community Development Advisory Board recommen-
ded that the four members be replaced; and
WHEREAS, the City of Miami: Citizen Parti'cipation'Plan
authorizes the City Commission to appoint members to fill any;
vacant positions to serve the remainder of their predeces-
sors'' terms;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. Tile following individuals are hereby appoin-
ted to serve the remainder of their Predecessors' terms through
October 15, 1982;

It is recommended that the City Commission
appoi.ht four i ndiyi.dual_s. to the Al l apattah
Community Developmeh_t Adyisory.Board to
fill the vacant positions that have been
created due to the unexcused absences of
four Advisory; Board members, per the
attached resolution.
On April 21, 1981, six members of the Allapattah Community Development Advisory
Board unanimously recommended: that four of the ten members be replaced 'due to
their failure to attend Community Development meetings: The four members have
missed at least two Community Development meetings since October, 1980. Accor-
ding`to Section B, Paragraph 7 of the Citizen Participation Plan, a Board member
can be removed if absent without good cause from t�-:o Community Development meetings
in one Community Development year.
The active members of the Board have recommended that the following individuals
be app0inted to fill the vacant positi0ns:
1. Tom Hansis - Director of the YMCA, 2370 N.W. 17th Avenue, a non-profit
organization located in and serving the Allapattah area.
2. Angel Quintero - resident, 2508 N.W. 30th Street.
3. Patricia Lynn -Fuentes resident, 2544 N.W. 30th'Street
4. Maria Whitehead - Financial Secretary of the Gwen Cherry Gardens
Tenant Council and resident of the area, 1243 N.W. 24 Street.
The aforementioned individuals meet the eligibility requirements to serve on the
Board.
In accordancewith the Citizen Participation Plan it is the authority of'the
City Commission to`fill :vacancies on a'Community Development Board. The appointees
will serve the remainder of their predecessors' term, which, in this case,is
through October 14, 1982.
