ORDINANCE NO. 9270
AN ORDINANCE ESTABLISHING SECTION 30-7 OF THE
CODE OF THE CITY OF MIAMI FOR THE PURPOSE OF
ESTABLISHING A CITY OF MIAMI PARK CLUB MEMBER-
SHIP AT AN ANNUAL FEE OF FIVE DOLLARS ($5.00)
PER PARTICIPANT WITH SAID FUNDS DEPOSITED IN A
DESIGNATED TRUST AND AGENCY ACCOUNT FOR EXPANDED
RECREATIONAL SERVICES FOR CLUB MEMBERS, CONTAIN-
ING A REPEALER PROVISION AND A SEV1RABILITY CLAUSE;
AND DISPENSING WITH THE REQUIREMENT OF READING THE
SAME ON TWO SEPARATE DAYS BY A VOTE OF NOT LESS
'I`RAN FOUR -FIFTH OF THE MEMBERS OF THE COMMISSION.
WHEREAS, the establishment of Park Clubs would not
only generate additional funds to provide expanded services
but said support from the community would stimulate a sense
of belonging, as a member of: "one's own" park, and
WHEREAS, the amount of funds generated by each park
respectively, would be earmarked and expended in those
amounts, and
WHEREAS, the cost of conducting recreational activities
coupled with budgetary restraints has limited the number
of expanded recreational services offered to the public,
and
WHEREAS, failure to participate in said Club Membership
would not prevent or in any way ban an individual from
participating in services normally provided through on -going
programs;
NOW, 'THEREFORE, BE IT ORDAINED BY THE CObIMISSION OF
THE CITY OF MIAMI, FLORIDA:
Section 1. Section 30-7 of the Code of the City of
Miami is hereby established on the following particulars:
Sec. 30-7 Annual Registration Fee
(A) Established. A park Club Membership is
hereby established for all City Parks at an
annual fee of five dollars ($5.00) per person
for the purpose of providing expanded recrea-
tional services for club members. An identi-
fication card shall be issued to each member.
It is not the intent of the City to deny public
access to City parks nor to deny participation
in ongoing programs normally conducted,
(h) The handling of application and payment
of this membership fee shall be the respon-
sibility of the Department of Leisure Services
(C) Funds generated for said membership should
be deposited in a Trust and Agency Fund entitled
"Leisure Services -Special activities", and ear-
marked for each park respectively.
NOTE;: It is the intent of the City to return those
dollars of community support back to the
respective community parks, i:e:, Manor Park
Club generates $5,000 in membership fees, then
funds in the same amount ($5,000) could be
expended for the Manor hark Club members for
expanded programs beyond those normally budgeted
through general fund."
Section 2. All ordinances, code sections or parts
thereof- in conflict wherewith, insofar as they are in con-
flict, are hereby replaced.
Section 3. If any section, part of section, para-
graph, clause, phrase or work of this ordinance is declared
invalid, the remaining provisions of this ordinance shall
not be affected.
Section 4. The requirement of reading this ordinance
on two separate days is hereby dispensed with by a vote of
not less than four -fifths of the members of the Commission.

It is recommended that Park Club Memberships
be established for City of Miami parks and
playgrounds at an annual fee of five dollars
($5.00) per participant for the purpose of
providing expanded programs for club members,
with funds generated by each park deposited
into a designated Trust and Agency Account
for return of those dollars back to the
respective park clubs, as per the attached
ordinance.
Recent local and federal budgetary restrictions, coupled with the rising
operational cost of providing recreational activities, has mandated the
need for additional support from the respective park communities being
served.
The establishment of Park Clubs, with annual membership dues of $5 per
_ person, would generate sufficient funds to provide expanded recreational
programs for club members other than those normally provided through on-
going programs. It is not the intent of the City to deny any public
access or participation in normally provided services, but rather to
seek the support of every community in actively supporting "their park"
through club memberships. Funds generated would be returned to the
respective parks in the form of expanded services for club members and
monitored via a designated Trust and Agency Account.
It is, therefore, the recommendation of the Department of Leisure Servi-
ces that a Park Club membership be established as per the attached ordi-
nance.
