A RESOLUTION STRONGLY OPPOSING THE ELIMINATION OR DEFERRAL OF ANY OF THE STAGE I METRORAIL RAPID TRANSIT STATIONS LOCATED IN THE CITY OF MIAMI, AND URGING THE COUNTY COMMISSION TO SEEK OTHER ALTERNATIVES IN COST SAVING MEASURES. WHEREAS, members of the Stage I Metrorail Rapid Transit Policy Council have discussed the possibility of eliminating or deferring certain rapid transit stations as a cost saving measure; and WHEREAS, the Allapattah, Santa Clara and Vizcaya Trans- it Stations have been identified by the Policy Council. as primary candidates for potential deferral; and WHEREAS, the Allapattah Station is essential to provide service to the Manor Park, Model Cities, Buena Vista and Allapattah neighborhoods as well as the 36th Street Commer- cial corridor and the commercial redevelopment projects planned adjacent to the Allapattah Station; and WHEREAS, the Santa Clara Station is essential to provide service with bus and auto access from the Wynwood, Town Park, and Grapeland Heights neighborhoods as well as the employment concentrations in the 20th Street Santa Clara produce and industrial districts and the Garment Center, none of which can be served by the pedestrian oriented Civic Center Station; and WHEREAS, the Vizcaya Station is essential to service the Roads, Shenandoah, South Little Havana and North Coconut Grove neighborhoods as well as the Virginia Key/Key Biscayne and Museum of Science and Vizcaya museum complexes; and WHEREAS, a majority of City of Miami voters supported the 1978 Rapid Transit Referendum based on a commitment of ten stations in the City of Miami; CITY COMMISSION MEETING OF JllPJ '. �. The City Commission hereby strongly opposes the elimination or deferral of any of the Stage I Metrorail Rapid Transit Stations located within the City of Miami. Section 2. McManus REFFREN�:ES Acting Director Planning Department EN LOSL'Fl E.S 00 © �' On June 1, 1981, the County ComCP - mission acting as the Metrorail Stage I Policy Council, discussed_ deferral or elimination of con- " `9 struction of three Rapid Transit -f Stations: Allapattah, Santa Clara and Vizcaya. The Planning Depart- ment recommends that the City Com- mission oppose these actions, per the attached Resolution. On June 1st the Dade County Board of County Commissioners, in their capacity as the Metrorail State I Policy Council, discussed the possibility of substantial cost overruns in the budget for the Metrorail System and measures that might be taken to reduce system costs. Among the possibilities discussed, the deferral or elimination of up to three stations,_specifically Allapattah, Santa Clara and Vizcaya, was suggested as an option. Action to defer Vizcaya or Allapattah would have to be taken by Sep- tember of 1981 and Santa Clara by December, 1981. Vizcaya and Santa Clara are both viewed as loin patronage stations and thus expendable. County staff maintains that Vizcaya is too close to downtown and within a low density neighbhorhood, thus reducing its service demand. Santa Clara is viewed as too close to Civic Center (20001) and thus redundant. Both of these views are seriously flawed. The Santa Clara Station is designed to provide long term parking (200 spaces at grade or a structure with + 400 spaces) , kiss -and - ride drop off, and six metrobus terminals, The Civic Center Sta- tion has no parking, no drop-off and no bus spaces; i.e. you walk to and from it. As such, it does not serve the 20th Street industrial district, Garment Center, R-10 housing, west Civic Center neighborhood or the Grapeland Heights neighborhood. '''• Howard Page 2 June 5, V. Gary 1981 The Vizcaya station is already the result of combining two stations originally proposed for 17th Avenue and another at 26th Road. To eliminate Vizcaya would create a 3 mile gap between the Coconut Grove and Brickell Stations. The entire Roads area, South Little Havana, Shenandoah and north Grove areas would be without con- venient access to transit. The patronage models for these two stations, Vizcaya and Santa Clara, are very gross approximations of rider- ship that are based on highly unreliable MUATS data from 1968. Common sense suggests much great patronize demand than the models show. Allapattah cannot be eliminated because it is the terminal for the car pool Intne parking from I-95. It also has high ridership demand. The County proposal to eliminate or defer these stations also overlooks some serious questions: 1) The Federal funding of the transit system is based on a contractual agreement to build 20 stations, not 17 or 18. If two or more stations are deferred, the federal money to build them (800 of their cost) will be withheld. Thus.deferral will not save money; it will lose federal funds, 2) The Environmental Impact Statement for the full Stage I system specifies 20 stations and was ap- proved on that basis. Deferral of stations may open the EIS to legal challenge. 3) It any event, the land for the stations must be purchased, the traction power electrical sub- stations will have to be built, and the ancillary facilities with all tho train control. equipment will have to be built. These are a substantial part of each station thus raising; doubts about how much money could really be "saved". The effect of the station deferrals would be to gut the operational service of the system and to raise serious doubts about the effectiveness of metrorail in 'liami. We would suggetit that more appropriate cuts include con- sideration of the 8 million dollar test track (which Atlanta and Toronto did not build) or vehicles since ridership levels on the system will not require a full complement of cars for several years. The Planning Department recommends that the City Commis- sion oppose elimination or deferral of these three sta- tions, per the attached resolution. It is requested that this item be heard by the Commission at their meeting of June 8, 1981.
