AN EMERGENCY ORDI1ANC:E AMENDING SECTION 1 OF
ORDINANCE NO, 8719 ADOPTED OCTOBER 26, 1977,
THE SUMARY GRANT APPROPRIATIONS ORDINANCE,
BY ESTABLISHING A NEW TRUST AND AGENCY FUND;
ENTITLED C01` -1UNITY DEVELOPMENT BLOCK GRANT
(SEVENTH YEAR); AND APPROPRIATING $10,963,000
FOR THE EXECUTION OF SAME; REPEALING ALL
ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT
HEREWITH; AND CONTAINING A SEVERABILITY PROVISION.
WHEREAS, the City Commission adopted Ordinance No. 8719 on
October 26, 1977, establishing resources and appropriations for
grant funds anticipated by the City of Miami; and
WHEREAS, it is anticipated that the Department of Housing and
Urban Development will award to the City of Miami a grant of $10,963,000
to provide Community Development activities for the period commencing
June 16, 1981, and ending June 15, 1982; and
WHEREAS, Community Development activities refers to those
publicly supported physical development activities and those related
social or economic development activities being carried out or to be
carried out within a reasonable period of time in accordance with the
application submitted to the City Commission on February 11, 1981; and
WHEREAS, the City Commission adopted Resolution No. 81-110 on
February 11, 1981, authorizing the Citv Manager to submit a grant
application to the U.S. Department of Housing and Urban Development for
the proposed Community Development program during 1981-82; and
WHEREAS, the herein Ordinance is a proper vehicle to appropriate
the aforesaid $10,936,000 grant.
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF
IIIAMI , FLORIDA:
Section 1. Section 1 of Ordinance No. 8719, adopted October 26,
1977, is hereby amended in the following particulars:!/

"Section 1. The following Trust and Agency Funds are hereby
established and resources are hereby appropriated as described herein:

Section 2. All Ordinances or parts of Ordinances insofar as they
are inconsistent or in conflict with the provisions of this Ordinance
are hereby repealed.
Section 3. If any section, part of section, paragraph, clause,
phrase or word of this Ordinance is declared invalid, the remaining
provisions of this Ordinance shall not be affected.
Section 4. This Ordinance is hereby declared to be and emergency
measure on the grounds of urgent public need for preservation of
peace, health, safety, and property of the City of Miami and upon
the further ground of the necessity to make the required and necessary
payments to its employees and officers, payment of its debts,
necessary and required purchases of goods and supplies, and to gener-
ally carry on the functions and duties of municipal affairs.
Section 5. The requirement of reading this Ordinance on two
separate days is hereby dispensed with by a vote of not less than
four -fifths of the members of the Commission.

IT IS RECOMMENDED THAT THE CITY COMMISSION
APPROVE THE ATTACHED EMERGENCY ORDINANCE
WHICH APPROPP.IATES THE COi•MUNITY DEVELOP-
MENT SEVENTH YEAR BLOCK GRANT.
It is anticipated that the U.S. Department of Housing and Urban Development
will award to the City of !Miami a Community Development Block Grant in the
amount of $10,963,000 for the period June l(3, 1981 to June 15, 1982. In
anticipation of this grant, it is necessary to establish the proper appro-
priation in ord_�r that funds may be utilized in a timely manner when
released after June 16, 1931.
The emergency Ordinance is written to enable the City Commission to dispense
with the second reading upon a vote of four -fifths of the members of the
Commission. This is being done to ensure that funds will be properly appro-
priated in time that funds may be spent in an expeditious manner upon approval
of the grant.
Approval of this emergency Ordinance by the City Commission is recommended at
this time in order to cover the forthcoming administrative expenses that will
be incurred by tine locally based Economic Development Corporations as well as
the numerous commi-m ity development funded social service agencies. July 1, 1981
is the beginning of the contract period for these agencies and we're expecting
an im.•nediate r_ ; :: �t :-rc^� them for the expenditure of funds.
The Seventh Year Community Development Block Grant programs have been through
an extensive community review process and have been approved
by the City Commission subsequent to two public hearings.
