Purpose of Item:
AUTHORIZING ALLOCATING EMERGENCY SOLUTIONS GRANT ("ESG") FUNDS
FOR FISCAL YEAR 2023-2024 IN THE AMOUNT OF $479,067.00, AS SPECIFIED IN
EXHIBIT "A," ATTACHED AND INCORPORATED; FURTHER AUTHORIZING THE
CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL NECESSARY
DOCUMENTS, INCLUDING AMENDMENTS, EXTENSIONS, AND MODIFICATIONS,
ALL IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, SUBJECT TO ALL
FEDERAL, STATE, AND LOCAL LAWS THAT REGULATE THE USE OF SUCH
FUNDS FOR SAID PURPOSE.
Background of Item:
On February 27, 2023, the U. S. Department of Housing and Urban Development
("HUD") announced the final Community Planning and Development Program Formula
Allocations for Fiscal Year 2022-2023, which included an amount of $479,067.00 of
Emergency Solutions Grant ("ESG") funds.
The ESG program guidelines allows for the allocation of funds to continue supporting
the City's outreach and referral services to the chronically homeless, and it require
requires the City to support homeless prevention and rapid re -housing activities.
The City's Administration recommends the allocation of ESG funds in the amount of
$479,067.00 to the various activities specified in Exhibit "A", attached and incorporated,
for the FY beginning October 1, 2023.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
ALLOCATING EMERGENCY SOLUTIONS GRANT ("ESG") FUNDS FOR FISCAL
YEAR 2023-2024 IN THE AMOUNT OF $479,067.00, AS SPECIFIED IN EXHIBIT "A,"
ATTACHED AND INCORPORATED; FURTHER AUTHORIZING THE CITY MANAGER
TO NEGOTIATE AND EXECUTE ANY AND ALL NECESSARY DOCUMENTS,
INCLUDING AMENDMENTS, EXTENSIONS, AND MODIFICATIONS, ALL IN FORMS
ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSE.
WHEREAS, on February 27, 2023, the United States Department of Housing and Urban
Development ("HUD") announced the final Community Planning and Development Program
Formula Allocations for Fiscal Year (TY") 2023-2024, which included an amount of $479,067.00
of Emergency Solutions Grant ("ESG") funds; and
WHEREAS, pursuant to Resolution No. R-23-0291, adopted on July 13, 2023, the City
Commission accepted grant funds from HUD in the total amount of $23,662,699.00 for FY 2023-
2024 that included $479,067.00 for the ESG program; and
WHEREAS, the ESG program guidelines allow for the allocation of funds to continue
supporting the City of Miami's ("City") outreach and referral services to the chronically
homeless, and it requires the City to support homeless prevention and rapid re -housing
activities; and
WHEREAS, the City's Administration recommends the allocation of ESG funds in the
amount of $479,067.00 to the various activities specified in Exhibit "A," attached and
incorporated, for the FY beginning October 1, 2023;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The allocation of ESG funds in the amount of $479,067.00 for FY 2023-2024,
as specified in Exhibit "A," attached and incorporated, is authorized.'
Section 3. The City Manager is authorized' to negotiate and execute any and all
necessary documents, including amendments, extensions, and modifications, all in forms
acceptable to the City Attorney, for said purpose.
Section 4. This Resolution shall become effective immediately upon its adoption.
' The herein authorization is further subject to compliance with all legal requirements that may be
imposed, including but not limited to those prescribed by applicable City Charter and City Code
provisions.
