A RESOLUTION APPROVING THE SELECTION BY THE COM-
jtTITIVE SELECTION COMMITTEE OF THE MOST QUALIFIED
1tRMS TO PROVIDE PROFESSIONAL ARCHITECTURAL/ENGINEER=
ING SERVICES FOR THE DESIGN AND CONSTRUCTION OF THE
DINNER KEY MARINA EXPANSION PROTECT; AUTHORIZING
THE CITY MANAGER TO NEGOTIATE A PROFESSIONAL SER-
VICES AGEE1tENT; DIRECTING THE CITY t-TO
PRESENT A NEGOTTATED AGREEMEN'r TO THE CITY CO;,IMISSION
FOR APPROVAL; COMMENCEMENT 01 WORK UNDI SAID AGREE-
MENT BEING CONDITIONED: (a) UPON THE COMPLETION
OF THE PERi%ITTTTNG PROCESS REQUIRED UNDER LOCAL, STATE
AND FEDERAL LAW GOVERNTNG THE PROJ17CT AND (h) UPON
ISSUANCE AND SALE OF REVENUE BONDS IN AN AMOUNT SUE-
F'ICTENT TO COVER THE COST OF THE PROJECT AND/OR
OTHER FINANCIAL ARRANGEMENTS AS MAY BE APPROVED BY
THE CITY COMMISSION.
W1iIREA5i the City Commission on April 9, 19814 by Resolution
No,81=266, designated the Dinner Key Marina Expansion as a Cate-
gory_B project in accordance with Subsection (2) of Section 18-17.2'
of the City Code, and
WHEREAS, in the implementation of the said project, the City
Manager through the Competitive Selection Committee, appointed by
Resolution No. 81-266, solicited expressions of interest from quali-
fied consultants and evaluated the qualifications of those firms
which responded to his inquiry; and
WHEREAS, the most qualified firms for providing professional
architectural./engineering services for the design and construction
of said project were selected in accordance with the State of Florida
Consultants' Competitive Negotiations Act, enacted by the Florida`
Legislature,on July 1, 1973; and
WHEREAS, it is in the best interest of the City of Miami to nego-
tiate a professional services contract for this project as soon as
possible in order to reduce costs;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The City Commission hereby approves the selection by
the Competitive Selection Committee of the following firms as the
most qualified to
q provide professional architectural/engineering ser-
vices for the design and construction of the Dinner Key Marina Develop-
ment Project in the rank order listed;

ordered firm, for such professional architectural/enqineering services as may
be required. During the negotiations procedure, in the event that the City
Manager cannot negotiate an agreement which, in his opinion, is fair, competitive
and reasonable, with the first rank ordered firm, then he is hereby authorized
to terminate such negotiations and to proceed to negotiate with the second most
qualified firm. In the event that he fails to negotiate a satisfactory contract
with the second firm, then he is authorized to undertake with the third firm
until a fair, competitive and reasonable agreement is reached.
Section 3. The City Manager is directed to present to the City Commission
the negotiated agreement at the earliest scheduled meeting of the City Commission
immediately following the negotiation of the contract, for approval by the City
Commission prior to execution.
Section 4. The City Manager is directed to include in the said agreement
the following conditions:
(a) Notice to the successful firm to proceed under said agreement shall
be conditioned upon the completion by others of the permitting process required
under Local, State and Federal Law governing the project; and
(b) Notice to the successful firm to proceed under said agreement shall
be further conditioned upon the i s:;UMICL' ,111d sale of revenue bends in an amount
sufficient to cover the cost of the project, and/or other financial arrangements
as may be approved by the City Commission.

On April 9th, 1981, the City Commission, by Resolution 81-266, designated the
_- Dinner Key Marina Expansion Project as a Category B project.
- In accordance with Subsection (2) of Section 18-77.2 of the City Code, a competitive
selection committee was established by the City ',tanager with representation from the
Departments of Finance, Building and Zoning Inspection, Stadiums and Marinas, and

the City Manager's Office, Chaired by Morris I. Kaufmann, Asst. to the City i'lanager.
- On May 7, 1981 an advertisement was placed in the local newspapers soliciting expres-

sions of interest and background information from firms interested in participating in
the project and approximately 700 letters were mailed to architectural and engineering
firms advising of sane.
In accordance with the provisions established by Section 18-77.3 of the City Code, on
= May 27, 1981, the competitive selection committee met to establish criteria for the
selection process. Subsequently, the competitive selection committee reconvened on
May 28, 1981 to review and evaluate the letters of interest and applications from the
25 firms that respondcd+.
As a result of that meeting, five (5) firms were selected as the most qualified and
were invited to be interviewed by the committee on June 10, 1981. Those firms were:
Greanleaf/Telesca, Connell Metcalf & Eddy, Inc., Crowder -Mahoney -Rice & Associates, Inc.,
Parsons Brinkerhoff & Douglas, Inc., and Post,BLckley, Schuh & Jernigan, Inc.
