WHEREAS, funds have previously been appropriated by Ordinance No.
9281, passed and adopted June 8, 1981; and
WHEREAS, additional funds are available for allocation from Fifth
Year Community Development Block Grant Program funds, previously appropriated
by Ordinance No. 8943, adopted June 4, 1979;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. $ 1,393,900 of Fifth and Seventh Year Community Develop-
ment Block Grant funds, previously appropriated by Ordinance Nos. 8943 and
9281, adopted June 4, 1979, and June 8, 1981, respectively, are hereby allocated
as specified below:

On June 1981, the City Commission appropt -ate , , or a om-
munity Development Block Grant (seventh year), pursuant to Ordinance No.
9281. From the aforementioned figure, $1,366,000 has been appropriated
for social service agencies. Additional Fifth Year Community Development
Block Grant Funds, appropriated by Ordinance No. 8943, adopted June 4, 1979,
totalling $27,900, are also being provided due to increases recommended by
the Little Havana Community Development Advisory Board. Fifth and Seventh
Year Community Development Funds directed to social service agencies total
$1,393,900.
It is recommended that the City Commission adopt the attached Resolution at
its June 25, 1981, Commission Meeting.

Failure to adopt this resolution will result in the termination of these
programs on July 1, 1981. ,

Department of Community Development June 25, 1981
On June 8, 1981, the City Commission requested that the seventh year
Community Development program, anticipated to be approved by HUD on
June 15, 1981, be reviewed at the next City Commission meeting.
Attached for Commission review is the City's Seventh Year Community
Development Block Grant application now under review by HUD.
This program was approved by the City Commission on February 11, 1981,
after a four -month planning process in conjunction with Community Develop-
ment Advisory Boards and Forums. Approximately 40 meetings were held
throughout the target areas to discuss the projects contained in the
application. In addition, two Public Hearings were held before the City
Commission, on January 22, 1981 and on February 11, 1981, at which time
the City Com. ission approved the application for submission. At both
hearings input was obtained fran residents of all target areas.
Environmental Review procedures for the majority of seventh year projects
have been conducted by staff, and HUD has been requested to release funds
on some of the projects.
In order to meet the City's contractual obligations in regard to expendi-
ture of funds, it is essential that program review be expedited. If funds
are not released and expenditures on approved projects do not proceed, there
exists the possibility that the City's Community Development grant could be
reduced or terminated for not meeting spending goals established by the
U. S. Deaartment of HUD.
It is requested that the City Commission approve theexpenditureof Community
Development funds for already approved projects,as contractual obligations
must be met and to allow the payment of administrative salaries, salaries to
private non-profit agency personnel, and salaries to CBO staff.
