Section,1. The City Manager is hereby authorized to
exe'cute an agreement, in substantially the form attached
hereto, between the City and the Latin Chamber of Commerce`
of the United States (CAMACOL) for preparing, coordinating;
and supervising the Second Hemispheric Congress of Latin
American Chambers of Commerce to be held in Miami in Septem-
ber 1981, with funds therefor hereby allocated from Special
Programs and Accounts - Contingent Fund in an amount not to
exceed $35,000 and with said funding under said agreement to
be conditioned upon its being matched by private pledges or
being matched by in -kind services provided by CAMACOL.
Section 2, The City Manager is hereby authorized to

any benefit to arise from the samc, nor o..n, or acquire any

tract which would conflict with or relate to the performance,
their duties or responsibilities under this Agreement. If an,
such person presently or in the .future acquires, owns or
controls any such share, bencf:it, or personal interest, he shai

tinue his participation unless it is determined by the CITY

of Miami and the Latin Chamber of Commerce
of the U.S.A. for the purpose of coordinating
the Second Hemispheric Conference of the Latin''

of the Latin Chambers."
On May 28, 1981 the Miami City Commission agreed in principle to provide up to
$100,000 to the Latin Chamber of Commerce for the purpose of coordinating the
Second Hemispheric Conference of the Latin Chambers to be held in Miami during
September, 1981 and creating, institutionalizing and supervising an office
called Permanent Secretariat of the Hemispheric Conference of the Latin Chambers.
Two contracts to accomplish this purpose are attached.
The first contract, in the amount of $35,000, will provide funding for the
Second Hemispheric Congress. This funding will be matched by private pledges
or matching in kind services provided by CAMACOL.
The second contract provides $65,000 to fund the Permanent Secretariat. It is
recommended that before any of this amount is disbursed, that the Latin Chamber
should seek a minimum contribution of $32,500 from the Metropolitan Dade County
Commission. If the County Commission responds to this request, the City would
only disburse $32,500 under this contract. If the County Commission rejects
this request, the City will provide full funding of $65,000 for the Second
Hemispheric Congress. This level of funding should be provided for the initial
year only because the Secretariat, within 3 years, should be fully fund e ba y
private sector contributions.

of June 17, 1981, to Mr. Gary, (Attach A), we have prepared the
attached proposed Resolution (Attach B.), the original of which is
being; delivered to the City Manager by a copy hereof. This pro- ,
posed Resolution specifically tracks your memorandum insofar as
the authorization to the City Manager to contract with the Latin
Chamber of Commerce of the United States (CAMACOL) at certain
funding levels is subject to certain conditions for both the Hemi-
spheric Congress and the "Permanent Secretariat".
however. it should be pointed out that the CAMACOL proposal for
the Hemispheric Congress was an Anenda item on the May 28, 1981,
City Commission meeting (Item #f25), which was the subject of an
amendatory motion, Mot. #81-468 (Attach. C.), requiring that the
original Resolution be formally amended before being presented to
the City Commission. The Resolution containing the changes required
by the Motion, (Attach. D.) was then forwarded to the City Manager.
The members of the Cit Commission as well as the interested depart-
ment (Trade & Commerce are receiving a copy hereof today for
reference purposes at the time this item is considered at the
June 25th City Commission meeting.
