CITY COMMISSION Howard Vs Gy'55.'` tt r,tN 9 fi4 Jurhe 15, 1981 City Manages a ;Contract with the firm of Cramer and Cramer ' City Commission Agenda June 29, 1981 Jim, Reid Acting Assistant City Manager It is recommended that the City Commission authorize the City Manager to enter, into an agreement with the firm of Cramer and Cramer to provide legislative - advisory services in Washington, D.C. On April 23, 1981, the City Commission enacted Resolution 81-326 authorizing the City Manager to negotiate an agreement with the firm of Cramer and Cramer to provide legislative advisory services in Washington, D.C. with a negotiated agreerr, ent to be submitted to the City Commission prior to execution. William Cramer, former (Republican) Congressman, represented the St. Petersburg -Clearwater area from 1954 to 1970 and has remained very active in Washington representing various Florida interests. Because of Mr. Cramer's experience and continued involvement and representation of Florida's concerns in Washington, D.C., it is felt that he would be an asset in facilitating the ccmrion interest of the largest gover►-.ental entities in the Cade County area. The attached agreement authorizes S2,000 per month for a period cf one year, plus lir-rited expenses. City staff prepared a draft agreement and met with former Congressman Cramer regarding the agreement. The proposed agreement is attached to this memo. Basically, it provides that the firm of Cramer and Cramer would assist the City in influencing Congressional legislation and snaking the best use of Federal programs. In addition to the base payment of S2,000 per month, the City will reimburse the consultant for reasonable out of pocket disbursements in connection with out of town travel, authorized by the City as well as necessary long distance telephone calls and duplicating. { t Y :{ i x t ,•, ; { "N i, :. s- s,i {.:t ^ s ? #` r: r - i Y''.d>. 1 ! c 1ro a fu Me N i s eY, tt S ,., 2: i Ji .: s' 1 \j r t {y., i Pjl .i. l ( +., 3 .lt. ` • a 'yfa,.., A .-SSf l o..-; frb+ . $!"'a't b --r§lt .tr# i£0;. .. r'1TtYyi',F t ">s S, f r1.`"4 'l!
