HomeMy WebLinkAboutM-81-0634As requested by members of your staff, We haVo prepared a report tin hiring under the employment freeze. The freeze was established by Motion adopted by the City Commission on Friday, October 3, 1980. We have therefore started the report on the following work day, Monday, October 6, 1980. The report covers appointments through June 15, 1981. The report is based on records that we maintain, for the Consent Decree. Since those records are maintained in a manner that did not provide all of the information required for the report on the hiring freeze, we have made adjustments to include appointments made as a result of rollbacks from employee layoffs and transitions from CETA employment, which are considered as promotions or advancements for purposes of the Consent Decree. Thus the attached report covers all full-time regular appointments, whether classified or unclassified. The unclassified appointments are covered on the last page. All appointments in the Fire and Police Departments are excluded, how- ever, since those Departments are exempt from the hiring freeze. The authorization for each appointment is shown in the last column of the report. The authorization is either a specific exemption made by the Commission or one of the applicable paragraphs in the City Managerts memo dated October 15, 1980. A copy of that memo is attached. It should be noted that not all of the jobs exempted from the freeze by the City Commission have been filled. In a number of cases, those positions involve personnel in short supply, such as technical, pro- fessional and clerical. For that reason, many of the positions authorized to be filled by the City Commission are still vacant. Re- cruitment is continuing in an attempt to attract persons with the appropriate skills to fill the authorized positions. If you need any additional information, please let me know.
