AN ORDINANCE AMENDING SECTION 1 OF ORDINANCE NO,
9179 ADOPTED OCTOBER 3, 1980, THE ANNUAL APPROPRI-
ATIONS ORDINANCE FOR THE FISCAL YEAR ENDING SEPTEMBER
30,1001, AS AMENDED; i3Y INCREASINr, THE APPROPRIATION
FOR THE GENERAL FUND, POLICE DFPARTMENT IN THE AMOUNT
OF S197,570 PY DECREASING THE APPROPPIATION FOP THE
GENERAL FUND, SPECIAL PROGRAMS AND ACCOUNTS, PUPLIC
SAFETY FUND, IN THE SAME AMOUNT; FOR THE PURPOSE OF
OVERHIRING 50 POLICE OFFICERS.
WHEREAS, the City Commission adopted Ordinance No. 9179 on
Octoher 3, 19P0, establishing revenues and appropriations for the City of
Miami, Florida, for the fiscal ,year endino September .30, 1_981, and
WHEREAS, the Police Department estimates that 't1.97,670 will he
required to fund the ovPrhirino of 50 Police Officers
WHFREAS, the $107,670 is availahle in the General Fund, Special
Programs and Accounts, Public Safety Fund, and can he appropriated into the
Police Department's budget to overhire the 50 Police Officers,
NOW, THEREFORE, RE IT ORDAINED BY THE COMMISSION OF THE CITY OF
MIAMI FLORIDA:
Section 1. Section 1 of Ordinance No. 91.79, adopted October 3,
19PO, the Annual Appropriations Ordinance for the fiscal year ending
September 30, 19P1, as amended, is hereby further amended in the following
particulars:l/
"Section 1. The following appropriations are made
for the municipal operations of the City of Miami,
Florida, for the fiscal year 1980-81, includina the
payment of principal and interest on all General
Obligation Bonds.

Section 2. The herein transfer of $197,0 0 from the General Fund,
Special Programs and Accounts, Public Safety Fund, to the Genreral Fund
Police Department is for the purpose of funding the department's overhirino
of 50 Police Officers,
Section 3, All ordinances or parts of ordinances inasfar as they
are inconsistent or in conflict with the provisions of this ordinance are
hereby repealed.
Section 4. If any section, part of a section, paragraph, phrase,
or word of this ordinance is declared invalid, the remaining provisions
shall not be affected.

It is recommended that a transfer of $107,670 he _-
made within the General Fund from Special Programs
and Accounts, Public Safety Fund to the Police
Department for the purpose of overhiri-ig 50 Police
Officers for FY' 81.
The cost to hire these positions is estimated to be 5330,570 for the remainder
of Fiscal Year 1981. Of this cost, $1.32,900 will he provided from salary,
savings as a result of an estimated 40 vacancies occurino in the Police Officer
cateaory during the period June 1981 to September 1981. * The net result of the
funds required is the difference between the cost of overhirina 50 Police
Officers and the salary savings qenerated from the expected 40 position
vacancies.

`This remaining $197,670 is available in the General Fund, Special_Proorams,an'd
Accounts, Public Safety Fund and can be appropriated into the Police Department
budget to facilitate the overhirina of these 50 Police Officers.
The above recommended action was taken in order to meet the ooal set by the
City Commission to have 814 sworn positions filled by October 1, 1981. The
overhiring of 50 Police Officers will assure that this goal will be. met.
