ENCLOSURES:
The following positions are requested to be lifted from the
hiring freeze through Commission approval:
Waste Collectors 16
Secretary II 1
Administrative Asst. II �1
- The Waste Collector vacancies were created as a result of the
promotion of 16 people to equipment operations (see companion
memo of this date).
The Secretary II and Administrative Assistant II positions are
being requested to rebuild our management team.
At the present time this department has no positions of author-
= ity or responsibility once one goes past the Director and
Assistant Director. It is very important that other individuals
be able to�unction in this capacity in the event of our absence.
The Administrative Assistant II position shall function as an
office manager/budget manager for the department. The Secretary
II is responsible to the Assistant Director for all correspondence
from her office. Both positions are critical to the administra-
tive function of the department.

This is to request an exemption from the employ-
ment freeze for the position of Clerk II in the
Records Unit in the Department of Human Resources.
This position has been vacant since the beginning of the current fis-
cal year. During the time that CETA participants were employed, there
was no urgent need to fill the vacancy. We had eight (8) CETA em-
ployees assigned to the Records Room to assist in maintaining employee
files and other personnel records.
Since June 12, all of those CETA participants have been laid off. We
have one (1) remaining CETA Clerk II who is paid with administrative
funds. He is scheduled for termination on July 31.
This will leave us with no clerical employees assigned to maintenance
of employee file folders. It is critical to the City that the position
be filled. If the position of Clerk II remains vacant, we will not be
able to keep our records up to date and will not be able to provide
special reports on personnel actions.
