RESOLUTION NO. A RESOLUTION APPROVING IN PRINCIPAL THE ALLAPATTAH GREAT NEIGHBORHOOD COMMUNITY REVITALIZATION PLAN FOR THE AREA BOUNDED BY NORTHWEST 46TH STREET ON THE NORTH, NORTHWEST 17TH AVENUE ON THE EAST, NORTH- WEST 23RD STREET ON THE SOUTH AND NORTH- WEST 27TH AVENUE ON THE WEST, WHICH COM- MUNITY REVITALIZATION PLAN INCLUDES REDE- VELOPMENT, REHABILITATION, STREET IMPROVE- MENTS AND BEAUTIFICATION AND WHICH PLAN IS IN CONFORMITY WITH THE MIAMI COMPREHENSIVE NEIGHBORHOOD PLAN. WHEREAS, the Miami Planning Advisory Board, at its meeting of July 1, 1981, Item No. 6, following an advertised hereing adopted Resolution No. PAB 44-81 by a 6 to 0 vote (2 members absent) RECOMMENDING APPROVAL, in principal, of the Allapattah Great Neighborhood Revitalization Plan, as herein- after set forth; and WHEREAS, the City Commission deems it advisable and in the best interest of the general welfare of the City of Miami and its inhabitants to grant the approval, in prin- cipal, of the Allapattah Great Neighborhood Revitalization Plan, as hereinafter set forth; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. That the Allapattah Great Neighborhood Community Revitalization Plan, for the area bounded by Northwest 46th Street on the North, Northwest 17th Avenue on the East, Northwest 23rd Street on the South and Northwest 27th Avenue on the West, which Community Revitalization Plan includes redevelopment, rehabilitation, street improvements and beautification is hereby approved in principal and which Plan is in conformity with the Miami Comprehensive Neighbor- hood Plan. REQUEST To approve the Allapattah Community Revi- talization Plan. ' BACKGROUND In 1976 The City of Miami adopted the Miami Comprehensive Neighborhood Plan 1976-1986 (bICNP) which provides the framework for the overall development of the City of Miami. The Neighborhood Revi- talization Plan focuses -on specific neighbcrhoods where the establishment of a more detailed development program is needed. ' The Allapattah area is characteristic of f many of our older inner city neighborhoods in which the symptoms of urban decay are becoming more evident; these include in- creasing housing deterioration; lowering levels of housing maintenance; increasing environmental deficiencies; marginal local commercial areas,crime etc. The City of Miami has established a program for the re- vitalization of basically sound older resi- dential neighborhoods located within the por- tions of the City serviced by the Community Development Program. The Miami Great fNeighborhood Program aims at the preserva- tion of these overall sound residential communities. Elements of the program include: residential rehabilitation assistance, street, park and other infrastructure improvements; and an up;radin? of public services. Strong com- munity participation throughout the process is essential. ' y The Allapattah Neighbdrhood ha8 ddrtkilft attributes which have created an enviroflY meat conducive to neighborhood revitalize- y t ion . These include: -- People willing to improve their housing conditions and invest in their neigh- borhood. - Urgent need and demand for more and better housing,.a suitable living: environment, and better economic oppor- tunities. - Availability of vacant and underdeveloped land to support new residential development. - An overall good housing stock. - Reasonable housing costs, compared to other areas of Dade County. - Minimal land use conflicts. 0 - Adequate community facilities and services in the area and vicinity. Unique geographic location in relation to Downtown Miami, the Civic Center, Miami International Airport, Miami Beach, the Garment Center/Fashion District and other major employment and activity centers. - Excellent accessibility and good public transportation system. - Availability of Community Development Block Grant funds and City of Miami Bond Funds for housing rehabilitation, infill housing deve- lopment, park acquisition and development, street , environmental improvements and economic development. Certain problems have been identified within the community which must be addressed in order to achieve neighborhood improvement and foster• the redevelopment of the community.- 0 The lack of confidence in the futurb ' of the area Lack of convenient neighborhood oriented retail facilities Lack of comprehensive area employment program - Shortage of housing units , - The sudden and substantial increase in, rents during the last two years - Concentration of public housing - Increasing residential overcrowding due to the influx of low income Cuban and Haitian refugees into the area. - Increasing housing deterioration - Deterioration of the visual and environ- mental conditions of the area - Lack of housing production geared to attract the middle income population - Social, territorial, ethnic and cultural problems among different ethnic groups Improper integration in the school system, poor reputation and.scholastic quality of certain schools and school crimes are perceived as major problems by many resi- dents ANALYSIS The Plan proposals for the physical and economic and social improvements within the study area are based on technical analysis and discussions with community residents. Major elements of the Plane include: The creation of incentives to encourage private sector expansion of housing opportunities within the area including zoning changes to allow higher density development a The preservation and upgrading of the existing housing stock through the provision of adequate financing and technical incentives in coordination with a vigorous program of code en- forcement. It is anticipated that 100 structures will be rehabilitated during the next three years utilizing funds from the Great Neighborhood Hous- ing Rehabilitation Funds. - The demolition abandoned and dilapated structures within the area. - The establishment of a Comprehensive Crime prevention program to increase safety in the area is considered a cri- tical need. The involving of different: interest groups in the area, the police department and other branches of govern- ment is needed. Rezone the portion of C-4 district loca- ted between NW 25 and 27 Avenues, bet- ween N;V 26 and 28 Streets to C-2 to allow mixed -residential and commercial activity. Rezone the portion of the R-2 district located between NAY 22 Court and 27 Avenues between the northern limit of the R-3 district (approximately NW 26 Street) and the center line of the block north of NiV 28 Street (24-27 Avenues) to R-3 in order to allow more housing oppor- tunities in close proximity to jobs. - Rezone R-4 district located on MV 23 Avenue and 28 Street•(Virrick Village Public Housing SiteA to R-3 and rezone the remainder of the block west of this public housing from R-2 to R-3. - Rezone C-4 district located at NZV 22. Avenue and 28 Street to C-1 in order*to allow residential development and unify the district. ' - Rezone the C-1 district located between NW 17 and 19 Avenues and between NIV 34 Street and the southern boundary of the existing C-2 district south of 36 Street to C-2. Rezone the portion of the R-3 district located between NW 19 and 22 Avenues, from Nil' 23 to the southern boundary of the existing public R-2 district to R-2 because the existing public housing pro- ject has been built.to this zoning capacity r AE tt' i r Rezone the protion of the R-4` district located between XW 23 Street and 26 Streets and.bet'" == ween NAY 17 and 18 Avenues to C-4. Programs dealing with em- ployment training and a compre- a hensive manpower training program with special focus in the recent- 4'? ly Cuban refugees population needs to be developed. - Development of a sense of community, unify the area culturally and improve the image of the neigh- borhood through festivals and ` cultural programs. - Improvement.of streets through- out the area. - Redevelop the Melrose Nursery site for residential and commer- z cial.development.
