HomeMy WebLinkAboutR-81-0732RESOLUTION NO. 1 ' 7 3 A RESOLUTION GRANTING PERMISSION TO CON- STRUCT AND OPERATE RECREATIONAL FACILI- TIES (BASEBALL FIELD, SOFTBALL FIELD, SOCCER FIELD) IN BICENTENNIAL PARK, AT APPROXIMATELY 901-1101 BISCAYNE BOULE- VARD, BEING UNPLATTED, AREA BOUNDED BY APPROXIMATELY EAST -WEST EXPRESSWAY, N.E. 9TH STREET (EXTENDED), BISCAYNE BOULE- VARD, AND BISCAYNE BAY, PART OF TOWNSHIP 53, SECTION 31 AND 37, RANGE 42E. PER ORDINANCE 6871, ARTICLE XVIII-1, SECTION 4 (1-3), AS PER PLANS ON FILE; ZONED PR (PUBLIC PARK AND RECREATIONAL USE); SUB- JECT TO SITE APPROVAL BY CITY COMMISSION. WHEREAS, the Miami Planning Advisory Board, at its meeting of June 17, 1981, Item No. 11 following an advertised hearing, adopted Resolution No. PAB 35-81 by a 7 to 0 vote, RECOMMENDING APPROVAL of construction and operation of recrea- tional facilities (Baseball Field, Softball Field, Soccer Field) in Bicentennial Park, as hereinafter set forth; and WHEREAS, the City Commission deems it advisable and in the best interest of the general welfare of the City of Miami and its inhabitants to recommend said construction and operation of Recreational Facilities in Bicentennial Park: NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The construction and operation of Recrea- tional Facilities in Bicentennial Park, being approximately 901-1101 Biscayne Boulevard, being UNPLATTED, area bounded by approximately east -west Expressway, Northeast 9th Street (ex- tended, Biscayne Boulevard, and Biscayne Bay, Part of Township 53, Section 31 and 37, Range 42E, per Ordinance 6871, ARTICLE XVIII-11 Section 4 (1-3) as per plans on file; zoned PR (Public Park and Recreational Use), be and the same is hereby authorized, subject to site approval by City Commission. Area bounded by approximately East-West Expressway, NE 9th Street (Extended), Biscayne Boulevard and Biscayne Bay Part of Township 53, Sections 31 and 37, Range 42E Consideration of a recommendation to con- struct and operate recreational facilities - ball field in Bicentennial Park per ARTICLE XVIII - 1 PUBLIC PARK AND RECREATIONAL USE* - PR DISTRICT, Section 4 (1-3) of Comprehensive Zoning Ordinance 6871, on above site zoned PR - Public Park and Recreational Use District, per plans on file. REQUEST To permit ball fields in Bicentennial Park BACKGROUND Miami -Dade Community College proposes to place a baseball field, a softball field and a soccer field in Bicentennial Park for College•intra- mural and varsity sports. Fences would be constructed along the foul lines of the base- ball and softball fields and dugouts at the baseball field; no bleachers are contemplated. The cost of the fields is estimated at $250,000; $90,000 of this is being requested separately from CD funds. ANALYSIS Installation of ball fields would bring organized team sports into Bicentennial Park; thereby encouraging greater public participation. This would serve two purposes: More people would have reason to be attracted to the Park activities and the increased number of people in the Park would serve to allay a perceived fear for person- al safety and security. RECOMMENDATION PLANNING DEPARTMENT PLANNING ADVISORY BOARD It is understood that, in any agreement to be reached between the City and Miami - Dade Community College, the Department of Leisure Services would have control over scheduling of baseball, softball and soccer activities and that the Community College would be responsible for maintaining the fields.
