MARTINEZ AND HOLT TO PROVIDE PROFESSIONAL ARCHI-
TECTURAL/ENGINEERING SERVICES FOR FEASIBILITY AND
DESIGN STUDIES TO DETERMINE THE NEED FOR AND FEASI-
BILITY OF CONSTRUCTING A MULTI -LEVEL PUBLIC PARKING
STRUCTURE IN THE MAIMI DESIGN PLAZA AREA (AREA
BOUNDED BY NE 41ST STREET, NE 36TH STREET, BISCAYNE
BOULEVARD AND NORTH MIAMT AVENUE); AUTHORIZING THE
CITY MANAGER TO UNDERTAKE CONTRACT NEGOTIATIONS
WITH SAID FIRM TO ARRIVE AT A CONTRACT WHICH IS
FAIR, COMPETITIVE AND REASONABLE; ALLOCATING
$30,000 FROM THE PARKING CAPITAL PROJECT FUNDS TO
COVER THE COST OF SAID CONTRACT AND ANY NECESSARY
ANCILLARY SERVICE CONTRACTS FOR THE ABOVE AREA;
AND DIRECTING THE CITY MANAGER TO PRESENT THE
PROPOSED CONTRACT TO THE CITY COMMISSION AT THE
EARLIEST SCHEDULED MEETING OF THE COMMISSION AFTER
NEGOTIATION OF SAID CONTRACT FOR APPROVAL BY THE
COMMISSION PRIOR TO EXECUTION THEREOF.
WHEREAS, the City Commission, by Resolution No. 80-49, adop-
ted January 24, 1980, temporarily designated parking structure
projects as Category B projects with respect to the planning and
design thereof, in accordance with Sections 18-76 to 18-77.6 of
the City Code, which sections established procedures in contracting
for said professional services and also established competitive nego-
tiation requirements with regard to the furnishing of such services
in accordance with state law; and
WHEREAS, in the implementation of the said construction program,
the City Manager solicited expressions of interest from qualified
consultants and evaluated the qualifications of those firms which
responded to his inquiry; then a duly appointed competitive selection
committee selected the most qualified firms for providing professional
architectural/engineering services for the design and construction
of parking projects, all in accordance with the City Code and state
law; and
WHEREAS, the City Commission, by Resolution No. 80-303, adopted
April 24, 1980, approved the selection of the most qualified firms to
provide professional architectural/engineering services for the pro-
posed parking projects and also authorized the City Manager to nego-
tiate an Agreement for said services; and

WHIREAS, a number of factors have indicated the possible need
for the tonatruction of a multi -level, public parking structure in
the Miami Design Plaza Area including heavy redevelopment underway or
planned; and
WHEREAS, it is in the best interest of the City of Miami to
begin development of such project as soon as possible to reduce costa;
and
WHEREAS, funding for the cost of contracting for professional
architectural/engineering services to begin the development of park-
ing projects is available in the Parking Capital Projects Fund;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The City Commission hereby approves the selection
of Russell, Martinez and Holt to provide professional architectural/
engineering services in the specialized field of easibility studies
required in the development process for the design and construction of
the proposed parking projectl/ in the Miami Design Plaza Area.
Section 2. The City Manager is hereby directed to present the
negotiated contract to the City Commission at its earliest scheduled
meeting immediately following the negotiation of the said contract?/
for approval by the City Commission prior to the execution thereof.
Section 3. The amount of $30,000 is hereby allocated from the
account entitled: "Parking Capital Projects Fund", to cover the cost
of said contract and any necessary ancillary service contracts for
the Miami Design Plaza Area.

Resolution 80-303 which authorizes
the City Manager to undertake con-
tract negotiations on a rotating
non -contingent basis for profes-
sional architectural/engineer-
ing services for traffic studies,
feasibility studies and design
and construction phases of pro-
posed parking projects.
Following the adoption of Resolution No. 80-49, dated January
249 1980, whereby parking structure projects were designated
as Category B projects, a Competitive Selection Committee, ap-
pointed by the City Manager in his memorandum dated January
28, 1980, proceeded with the selection of the six most qualified
firms to provide architectural/engineering services in each
of three fields, with regard to the development and construction
of such projects. The Competitive Selection Committee followed
the procedures as provided for in Section 16-17 of the City Code.
All firms selected by the Committee have national recognition
in this field and are listed below:

3. Greenleaf-Telesca Planners and Architects
4. Simpson and Curtin
5. Russell, Martinez and Holt

tion program, the City Manager solicited expressions of in-
terest from qualified consultants and evaluated the qualifi-
cations of those firms.which responded to his inquiry, then
selected the most qualified firms for providing professional
architectural/engineering services for the design and con-
struction of parking projects, all in accordance with the
State of Florida Consultants' Competitive Negotiations•Act,
enacted by the Florida Legislature, July 1, 1973; and

Section 1. The City Commission hereby approves the'
selection by the City Manager of Russell, Martinez and Holt
to provide professional architectural/engineering services•
in the specialized field of feasibility studies required
in the development process for the design and construction
of proposed parking project.
Section 2. The City Manager is directed to present
to the City Commission the negotiated contract at the ear—
liest scheduled meeting of the City Commission immediately,

by the City Commission prior to execution.
