RESOLUTION NO. 81 - 7 26
A RESOLUTION APPROVING, IN PRINCIPLE, THE
MIAMI DESIGN PLAZA PARKING STUDY FOR THE
AREA GENERALLY BOUNDED BY N.E. 41ST STREET
ON THE NORTH, N.E. 36TH STREET ON THE SOUTH,
NORTH MIAMI AVENUE ON THE WEST, AND THE FEC
RAILROAD ON THE EAST.
WHEREAS, the Miami Planning Advisory Board, at its meeting
of June 3, 1981, Item #1, following an advertised hearing,
adopted Resolution No. PAB 32-81 by a 7 to 0 vote, RECOMMENDING
APPROVAL, in principle of the Miami Design Plaza Parking Study,
as hereinafter set forth; and
WHEREAS, the City Commission, after careful consideration and
due deliberation of this matter, deems it advisable and in the
best interest of the general welfare of the City of Miami and its
inhabitants to grant said approval;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. Approval, in principle, of the MIAMI DESIGN PLAZA
PARKING STUDY, for the area generally bounded by N.E. 41st Street
on the North, N.E. 36th Street on the South, North Miami Avenue
on the West, and the FEC Railroad on the East, be and the same
is hereby granted.

PETITION Consideration of recommending approval of
the Miami Design Plaza Parking Study, for
the area generally bounded by NW 41st Street
on the north, NW 36th Street on the south,
NE 2nd Avenue on the west, and the FEC RR
on the east.
REQUEST To approve in principle the Miami Design
Plaza Parking Study.
BACKGROUND The Miami Design Plaza (MDP) area is located
in the northeast section of the City of Miami.
It is primarily composed of decorator show-
rooms, interior furnishing galleries, designers'
offices and other related businesses. The
Zoning Board requested that the Planning
Department undertake a parking study for this
area.
ANALYSIS The availability of adequate off-street parking
facilities is of critical concern to the economic
viability of the study area. The total number
of parking spaces within the area is 1305.
It is estimated that the area contains 1268 full
time employees which generates a demand for 830
parking spaces daily and there is a demand for
680 visitor spaces based on 3402 business
visitations daily of approximately 3 hours dura-
tion each. There is currently a deficiency of
205 parking spaces which is somewhat met by an
overflow onto adjacent residential streets.
The existing parking problem can be attributed to
a number of factors including:
1. Commercial structures providing insufficient
on -site parking.
2. Existing parking requirements are inappro-
priate for the area.
3. Issuance of parking variances by the City
of Miami.

4. Improper utilization of public parking
spaces.
5. Poor signage to available public parking.
6. Existing crime levels and perception of
crime.
A series of short term and long term actions are
discussed in this section. While the long term
solution to the parking dilemma focuses on the
consturction of a parking garage there are a
number of immediate actions that can be initiated
which will improve the availability and logistics
of parking within the Design Plaza.
Short Term:
1. Establish a special purpose zoning overlay
district for the area in order to allow for
the physical expansion of non -conforming
existing structures without the provision
of the current full parking requirement.
Structural modification currently mandates
the provision of the full parking require-
ment for the total structure. Under this
provision only 250 of the requirement would
have to be met.
2. Increase the parking requirement for new
construction.
3. The Zoning Board should adopt a strong policy
for denial of parking requirement variances
until a permanent solution to this problem
is underway.
4. Amend the Parking Requirement Ordinance for
general commercial allowing parking to be
provided at a distance of 600' from the prop-
erty.
5. Provide additional parking meters.
6. Encourage the utilization of under -
expressway permit parking for employees.
7. Continuation of private security guard
service in the area.
8. Improve signage to private and public
parking in the area.
Long Term:
9. Establish a Special Taxing District (STD)
for provision of parking facilities and
increase police service to the Miami
Design Plaza Area.
10. Undertake a feasibility study for the con-
struction of a parking garage.
11. Development of additional surface parking
lots.
12. Encourage mixed use development.
