WHEREAS, sealed bids were received July 7, 1981

for RIVERSIDE PARK - C.D. PROJECT (4TH BIDDING); and
WHEREAS, the City Manager reports that the bid
of P.N.M. Corporation,for the base bid plus Additive
Alternates 1, 2, 42 9, 10, 14, 16, 17, 18, and 19 of the
j proposal, is the lowest responsible bid and recommends
that a contract be awarded to said firm; and
WHEREAS, funds for this project are available from

the Federal Community Development Block Grant Fund;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION

Section 1. The July 7, 1981 bid of P.N.M.
Corporation in the proposed amount of $391,081 for the
project entitled RIVERSIDE PARK - C.D. PROJECT (4TH BIDDING),
for the base bid plus Additive Alternates 1, 2, 43, 9, 109
149 162 17, 18, and 19 of the proposal, based on a lump

Section 2. The amount of $391,081 is,hereby
allocated from the account entitled Federal Community

(4TH BIDDING).
Bids were received July 7, 1981 for furnishing all labor,
materials, and equipment necessary to demolish and remove
existing pavements, curbing, chainlink fencing, lighting,
and irrigation; and to refurbish, renovate, and construct
one playground, paved plazas, 2 basketball courts, one
baseball field, chainlink fence, and baseball backstop,
one mechanical/electrical equipment building, lighting,
and irrigation, in the area known as Riverside Park,
located between S. W. 3 Street to S. W. 4 Street, and
between S. W. 7 Avenue to S. W. 8 Avenue.
As reflected in the tabulation of bids, the $391,081 bid
of P.N.M. Corporation is the lowest responsible bid for -
base bid plus Additive Alternates 1, 2, 4, 9, 10, 14, 16,
172 18, and 19 of the proposal.
Funds have been allocated under the "Federal Community .
Development Block Grant Fund" for the estimated amount _
of the contract, for project expense, for such items as
advertising, testing laboratories, and pu;tage.

floor of the Miami City Hall, 3500 Pan American.Drive, Dinner
Xey, Miami, Florida 33133, at which time and place they will
be publicly obened and read.
The work included in this project consists of furnishing all
labor, materials, and equipment necessary to demolish and
remove existing pavements, curbing, chainlInk fencing, lighting,
and irrigation; and to refurbish, renovate, and construct one
Playground, paved plazas, 2 basketball courts., one baseball
field, chainlinkfence, and baseball backstop, one mechanical/
electrical equipment building, lighting, and irrigation, as
shown and specified in the contract documents, in the area known
as Riverside Park, located between S. W. 3 Street to S. W. 4
Street, and between S. W. 7 Avenue to S. W. 8 Avenue.

architect, at telephone number 579-6900.
All bids shall be submitted in accordance with the Instructions
to Bidders and Specifications. Plans and specifications may be
obtained from the office of the director, Department of Public
Works, 275 N. W. 2 Street, fourth floor, Miami, Florida. Plans
and specifications are to be returned in good order and unmarked
within 10 days after bids have been received.
Those minority or target area contractors/small businesses in-
terested in submitting bids are advised to contact Contractors
Training and Development, Inc., 5800 N. W. 7 Avenue, Suite 212,
telephone (305) 754-4903, if they require assistance in preparing
their bid packages.
Proposal includes the time of performances, and specifications
contain provisions for liquidated damages for failure to complete
the work on time.
In addition to these measures, contractors and subcontractors
will be required to comply with the provisions of Section 3
(federal regulations) which require all developers, contractors,
and subcontractors to create feasible opportunities to employ
and train residents in the area of the project, and give preference'
in subcontracting and purchasing of materials to businesses located '
in or owned in substantial part -by persons residing in the area
of the project.
No bidder may withdraw his bid within 30 days after actual date of
the opening thereof, unless modified in Division 2 - Special Pro-
visions of the specifications. The project is to be funded by a
_ Community -Development Block Grant and Parks for People Bond Funds.
The City Commission reserves the right to g Waive any informality in
any bid, and the City Manager may reject any or all bids, and
readvertise .
