HomeMy WebLinkAboutR-81-0661RESOLUTION NO, 8 11- 6 6 1 A RESOLUTION APPROVING IN PRINCIPLE THE DEVELOPMENT OF A HOUSING PROJECT IN THE OVERTOWN NEIGHBORHOOD AND DIRECTING THE CITY MANAGER TO PROCEED WITH THE CITY'S APPLICATION FOR AN URBAN DEVELOPMENT ACTION GRANT FROM THE U. S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT. WHEREAS, it is proposed that a 275 unit housing project be constructed in the area immediately west of the Washington Heights/Overtown Transit Station; and WHEREAS, it is recognized that the future growth and stability of this area is dependent upon the ability of the Overtown neighborhood to capture economic benefit from the transit station and the rapid growth of the adjacent Downtown area; and WHEREAS, it is further recognized that the provision of home ownership opportunities in this currently blighted community is a vital first step towards successful neighborhood redevelopment; and WHEREAS, such development is a specific goal contained within the Overtown Redevelopment Plan, adopted by the City of Miami Commission on October 31, 1979; and WHEREAS, the Overtown housing project has been endorsed by the Overtown Community Development Advisory Board; and WHEREAS, the total development cost as proposed will be approximately $17,000,000 of which some $3,500,000 will be requested from the U. S. Department of Housing and Urban Development in the form of an Urban Development Action Grant; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The application to be submitted by the City of Miami for an Urban Development Action Grant is hereby approved in principle. Section 2. SUBJECT Overtown Condominium Project (July 23, 1981 City Commission Meeting) REFERENCES ENCLOSURES: A resolution approving in principle the development of a housing project in the Overtown neighborhood and directing the City Manager to proceed with the City's application for an Urban Development Action Grant from the U. S. Department of Housing and Urban Develop- ment. It is proposed that an Urban Development Action Grant application be prepared and submitted to the U. S. Department of Housing and Urban Development in support of a housing project located in the area of Overtown directly west of the planned Washington Heights/Overtown transit station. The $3,500,000 in UOAG funds will be used to provide a "front end" financial subsidy to the total development cost of about $17 million. The proposed area in which the project will be located encompasses approximately four (4) square blocks. A combination of CDBG funds and the UMTA Urban Initiatives Grant will be utilized to acquire the properties in the area, undertake certain infra -structure improvements and provide for relocation assistance to eligible residents. The development will provide the annual equivalent of 302 construction jobs. Spin-off retail development will result in a potential of 48 new permanent jobs. The project has been endorsed by the Overtown Community Development Advisory Board and was included in the Overtown Redevelopment Plan adopted by the City Commission in October, 1979.
