WHEREAS, the City Commission adopted Ordinance No.
9199 on 'November G, 1980, establishing resource and ap-
propriation for the implementation of capital improve-
ments in the City of Miami, Florida for the fiscal year
ending September 30, 1981; and

101F,REAS, the City Commission adopted Resolution
80-49 on January 24, 1980, stating its intent to acquire
professional services for the design and construction of
parking sturctures in the near future;

WHEREAS, the Miami. Design Plaza Parking Study
approved by City Commission Resolution dated
.July 23, 1981, indicates the need for the construction
of: a multi level parking structure in the Miami Design

Plaza Area; and
WHEREAS, $30,000 is available for the aforemep=-
tioned purposes as a loan from 1981 Florida Power and

of the Commission.

It is recommended that the
Commission appropriate $30,000
in the form of loan from the Park-
ing Capital Projects Fund for'the
purpose of conducting a feasibi-
lity study for a parking garage
in the Miami Design Plaza area,
per the attached ordinance.
The Miami Design Plaza Parking Study recommends the construe-
tion of a public parking garage within the Design Plaza area
in 'the next 2-5 years in order to insure its continued eco-
nomic growth. This recommendation is based.on preliminary
feasibility analysis included with that study.
The attached ordinance amends the 1981 Capital Improvements
appropriation ordinances and allocates 330,000 from the Park-
ing Capital Projects Funds for a parking garage feasibility _
study by a professional parking consultant. If this pro
ject is determined to be feasible and is initiated through
the sale of revenue bonds the �30,000 will be repaid to the
Parking Capital Projects Fund. -
This feasibility study is 'necessary before further action can
be initiated on this important project by the City. It is
also anticipated that a special tax district will have to be
established to support this project.
