AN ORDINANCE AUTHORIZING THE ISSUANCE, SUBJECT TO THE ELECTION HEREIN PROVIDED FOR, OF W tOOOtOOO BONDS OF THE CITY i- OF MIAMI, FOF, THE PURPOSE OF PAYING THE —_ COST OF FIRE FIGHTING] FIRE PREVENTION AND RESCUE FACILITIES, INCLUDING THE CON- STRUCTION AND RECONSTRUCTION AND IMPROVING OF FIRE STATIONS FOR THE CITY OF MIAMI, ADMINISTRATION BUILDING, OTHER STRUCTURES, EQUIPMENT, VEHICLES AND COMMUNICATION SYSTEMS RELATED TO THE TRAINING, ADMINIS- TRATION AND OPERATIONS OF THE FIRE DEPART- MENT IN THE CITY OF MIAMI AND THE ACQUISI- TION OF ANY NECESSARY LAND AND EQUIPMENT RELATED THERETO; DECLARING THIS ORDINANCE TO BE AN EMERGENCY MEASURE, AND PROVIDING THAT THIS ORDINANCE SHALL GO INTO EFFECT IMMEDIATELY UPON ITS PASSAGE, AND DIS- PENSING WITH THE READING OF THIS ORDINANCE ON TWO SEPARATE DAYS BY A VOTE OF NOT LESS THAN FOUR -FIFTHS OF THE COMMISSION. BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. For the purpose of paying the cost of fire fighting, fire prevention and rescue facilities, including the construction and reconstruction and im- proving of fire stations in the City of Miami, adminis- tration building, other structures, equipment, vehicles and communication systems related to the training, ad- ministration and operations of the Fire Department in the City of Miami and the acquisition of any necessary land and equipment related thereto, there shall be issued under the Constitution and laws of the State of Florida and the Charter of the City of Miami, Florida, as amended, and. subject to the election hereinafter provided for, an issue of bonds of The City of Miami, Florida, in an aggregate principal amount of not exceeding Twenty -One Killion Dollars S ($21060000), such bonds to be issued at one tine or ft6fn time to time and to mature in the deers and principal amounts, respectively; as follows: Y8AR8 APT8A PRINCIPAL Y1AR5 APT8R PRINCIPAL DATE AMOUNT DATE AMOUNT 2 $350,000 11 $ 900,000 8 400,000 12 1000,000 4 450;000 13 1,150,000 5 500,000 14 lt300000 6 550,000 15 1,450,000 7 600,000 16 1,6001000 8 700;000 17 1 t800;000 9 750,000 18 2,000,000 10 800,000 19 21200,000 20 21500,000 it being estimated and declared by the City Commission that the probable life of said fire fighting, fire preven- tion and rescue facilities is more than twenty (20) years after the completion of construction thereof. Said bonds shall be in the denomination of Five Thou- sand Dollars ($5,000) each and shall bear interest at a rate or rates not exceeding the rate legally permitted, such in- terest being payable semi-annually, and both principal and interest on such bonds shall be payable at a bank or trust company in the Borough of Manhattan, City and State of New York, or, at the option of the holder or registered owner, at a bank or trust company in the City of Miami, Florida, as shall be hereinafter designated by the Commission. The City Commission reserves the right to make all or a part of such bonds redeemable prior to their respec- tive maturities at such time and prices and under such terms and conditions as may be evidenced by resolution prior to the sale of the bonds. Section 2. Pot the prompt payment of the principal of and interest on such bonds, there shall be levied and collected annually an ad valorem tart upon all taxable property within the City, over and above all other taxet authorized to be levied by the City of Miami, sufficient to pay such principal and interest as the same respectively become due and payable. Section 3. At the election to be held on the 8rd day of November, 1981, in the City of Miami, there shall be submitted to the electors of the City of Miami who are authorized by law to participate in such election the question of whether such bonds shall be issued. Section 4. Pursuant to Section 58 of the Charter of the City of Miami, this ordinance shall go into effect immediately upon its passage and shall not be subject to the right of referendum. Section 5. The requirement of reading this ordinance on two (2) separate days is hereby dispensed with by an affittativo vote of hot less than four -fifths of the membett of the Comftii8sion, PA8880 AND ADOPTED this 23 day of ___qu%y 1981. The passage of Ordinance No. 9296 on July 23, 1981 and the passage of Ordinance No. 9295 on July 23, 1981, with both ordinances relating to the issuance of $21,000,000 fire fighting, fire prevention and rescue facilities bonds, having taken place by consideration of Ordinance No. 9295 prior to consideration of Ordinance No. 9296; it is hereby declared to be the intent of the City Commission that Ordinance No. 9296 be considered as having passed prior to the passage of Ordinance No. 9295.
