ENCLOSURES.
It is recommended that the City
Commission authorize the development
of 72 units of scattered site Conven-
tional Public Housing in the Model City
Neighborhood to be developed as single
family and duplex structures.
For the last several months, staff has been working closely with Model City
residents and members of the C.D. Advisory Board in order to obtain neighborhood
approval for the development of some 72 units of scattered site public housing.
On June 8, 1981 after a series of meetings, an appointed Housing Sub-Ccanmittee
recommended approval of the proposal. However, the Advisory Board voted against
the plan (see attached letter dated 6/10/81 from the Model City Chairperson
to the Mayor).
Subsequently, a modified plan was presented at the Advisory Board's July 6th
meeting. Because of a lack of a quorum, the Chairperson authorized a telephone
poll in order to acertain the member's vote. The outcome of the poll conducted
the following day resulted in a tie-5 for and 5 members against.
HUD has advised that funding reservations for the housing units will be
determinated on September 30, 1981 absent definite project commitments.
With over 45,000 Miami families qualified for rental housing assistance, the
City can ill afford to lose these units. There are some 1600 family applicants
for public housing in Model City alone.
It is recommended that the City Commission approve the development of these
badly needed housing resources in the Model City Area.

Dear i4ayor Ferre:
On 1•1onday, June 8, 1981, residents of the Model City target area met with the
Model City Community Development Advisory Board and staff of the City of Miami
and Dade County. The purpose of this meeting was to receive input from the
residents regarding a proposed scattered site housing program designed to
introduce a fairly new concept in public housing in Dade County.
Adequate public notification was provided by the Department of Community Develop-
ment. An estimated 130 residents were in attendance. The agenda items emphasized
various components of the program as presented by the staff. Throughout the
presentation, residents were provided the opportunity to express their viewpoints.
Based on community com•nents, quality housing is a genuine concern. Mixed -emotions
were expressed in the areas of: •
1- pe mancent location of each unit
2- tenant selection process
3- whether or not HUD would maintain each of
the units
4- future property value of current homeowners
While the participants may not represent the total population of Model City, it
would be reasonably safe to state that an equal number of homeowners and public
housing residents were present.
{ Once all convents from the floor were expressed, the members of the Advisory
Board aired their comments and recommendations about the proposed scattered site
housing program.
