The rates as provided in this Ordinance shall be effective 12:01 A.M., October 1, 1981., Section 5. All acts of the Off -Street Parking Board and its Director as to rates heretofore charged are hereby ratified .and conf itmed Section 6. All ordinances or parts thereof in conflict herewith . I re repealed insofar as they are in conflict. Section 7. The Director of Off -Street Parking shall cause F,' certified copies of this ordinance to be filed pursuant to "Section 503 of the Trust Indenture. Section 8." If any section, sentence, clause, phrase, or word of this ordinance is for any reason held or declared t.o be unconstitut"ianal,", inoperative or void, such holding or invalidity shall not affect the remaining portions of this ordinance; .and it shall be"con strued.: d have, ��A been the intent of the City Commission to pass this ordinance without such unconstitutional, ihvalidg or inoperative part therein, and the t emaindet of,this ordinances after the ekclusion of such part or parts shall be deemed and held to be as valid as if such parts had not been included therein. Section 9. This ordinance is hereby declared to be aft emergency measure on the grounds of urgent public need for the preservation of peace healthi safetyand property of the City of Miami, and upon the further ground of the necessity to make the required and necessary payments to Department of Off -Street Parking employees and officers, payment of its contracts, payment of interest and principal on its debts; necessary and required purchases of goods and supplies, and to generally carry on the functions and duties.of its municipal parking affairs, Section 10.
