PROVIDING THAT THE DIRECTOR SHALL CAUSE CERTIFIED COPIES TO

CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE,
WHEREAS, the Off -Street Parking Board of, the City of Miami,
on September 2, 1981,.IhStructed,the Director to submit an ordinance to the
City commission, upon recommendation of the Parking Consultant, that parking
rates be increased in certain on -street parking areas, in certain off-street
parking lots and that rates be increased at the Municipal Parking Garages,
and
WHEREAS, the Parking Consultant has personally inspected the
parking facilities and carefully reviewed the existing rate structure; and
WHEREAS, the Parking Consultant has submitted a report recommending
the increase in rates in certain on -street areas and in certain,parking
facilities, to be effective October 1, 1981, in order to meet the debt service
requirement:
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF
MIAM 1, FLORIDA.
Section 1. Section 35-91 entitled "on -street parking meters."

Section 4."
The rates as provided in this Ordinance shall be
effective 12:01 A.M.,
October 1, 1981.,
Section 5.
All acts of the Off -Street Parking Board and its
Director as to rates
heretofore charged are hereby ratified .and conf itmed
Section 6.
All ordinances or parts thereof in conflict herewith .
I re repealed insofar
as they are in conflict.
Section 7.
The Director of Off -Street Parking shall cause F,'
certified copies of
this ordinance to be filed pursuant to "Section 503 of
the Trust Indenture.
Section 8."
If any section, sentence, clause, phrase, or word
of this ordinance is
for any reason held or declared t.o be unconstitut"ianal,",
inoperative or void,
such holding or invalidity shall not affect the
remaining portions of this ordinance; .and it shall be"con strued.: d have,

been the intent of the City Commission to pass this ordinance without such
unconstitutional, ihvalidg or inoperative part therein, and the t emaindet
of,this ordinances after the ekclusion of such part or parts shall be
deemed and held to be as valid as if such parts had not been included
therein.
Section 9. This ordinance is hereby declared to be aft emergency
measure on the grounds of urgent public need for the preservation of peace
healthi safetyand property of the City of Miami, and upon the further
ground of the necessity to make the required and necessary payments to
Department of Off -Street Parking employees and officers, payment of its
contracts, payment of interest and principal on its debts; necessary and
required purchases of goods and supplies, and to generally carry on the
functions and duties.of its municipal parking affairs,
Section 10. The requirement of reading this ordinance on two
separate days is herebydispensed with by a vote of not less than four -fifths
of the members of the Commission.,

Please find enclosed the Fiscal Year 1931/82 budgets for the Department of Off -
Street Parking and Gusman Hall and the Olympia Building. These budgets were
reviewed and adopted by the Off -Street Parking Board on September 2, 1981'. -
The required public hearing for each budget has been advertised in the Miami _
Herald on August 31, 1981. In discussing this with Jack Eads, the public
hearing has been scheduled for September'10, 1931 at 2:30 p.m. Your assistance
in ensuring that the public hearing is held as scheduled will be appreciated;
This is due to the proposed implementation of a "new rate schedule on October 1,
1,931, which requires monthly decal customers to be notified as soon as possible.
I would be pleased to meet with you prior to the public hearing to discuss, the
budgets. ;

WHEREAS, the Department of Off -Street Park IngIs Parking
Consultant,
Conrad Associates East, has inspected all Municipal Parking faeillties
and on"
street perking meters and has carefully reviewed the existing rate
steuetuea
and has submitted Its recommendations to the Board; and
WHEREAS, the Off -Street parking Board concurs with the
recommenda-
tions of Conrad Associates East, to increase the subject rates, 'in
order to
meet the debt service requirement;
NOW, THEREFORE, BE IT RESOLVED BY THE OFF-STREET PARKING
BOARD
OF THE CITY OF MIAMi, FLORIDA:
Section 1. The Board hereby recommends to the City Commission
that they authorize the following rate adjustments to be effective
