Request to Lift Position from Freeze REFERENCES: ENCLOSURES: 0 The following position is critical to the operation of the Department of Parks and we are requesting it be lifted from the hiring freeze. Welder - Routine welding of Parks equipment not serviced by City Garage (mowers, edgers, tractor units, etc.). Welder constructs and repairs security bars and doors for all parks, golf, and Leisure Service facilities. Assists on a 24 hour on -call basis with securing of areas broken in during off hours. Repairs and installs playground equipment (basketball standards, tennis poles, etc. ). Builds variety of metal appara- tus for City-wide special events. (The other Welder in City forces is permanently assigned to the Orange Bowl, a position that requires 100%u of his time. ) Available to other City depart- ments for emergency welding. Odio Auditorium _ eiS FROM Assistant City Manager REFERENCES — ENCLOSURES =4 Pursuant to a discussion with the Human Resources Department, I am recommending that the freeze be lifted for the position of Custodian I at the Bayfront Auditorium which was formerly held by 011ie Williams. Ms. Williams received a Career Opportunity Advancement to a Typist Clerk II position at the Coconut Grove Exhibition Center, which was effective April 23, 1981. At the time of the Miamarina employee roll -backs, the Department of Stadiums and Marinas could have placed all employee from within the department into that position since transfers within a department were exempt from the freeze. However, the approved 922 form for Ms. Williams' advancement was not received in this department until after the roll -backs, which occurred on June 30, 1981. Consequently, the only custodial personnel at the Bayfront Auditorium are as follows: one Custodian Foreman and two Custodians I. One of these Custodian I positions is the one vacated by Ms. Williams. The unusually long hours and irregular schedule of the events held at the audi- torium cause an urgent need for the Custodian I position to be filled immediately. (� CITY AAOF, MIAMI. Each vacant classification listed below is critical in that essential services cannot be provided if these positions remain unfilled. Maintenance Repairman Heavy Equipment Mechanic Typist Clerk III Duplicating Equipment Operator Secretary II * * This position will become vacant September 25, 1981. This is the secretary to the Assistant Director and handles all equipment specifications, contract documents, secretary to the Apprenticeship Committee, handles all clerical support for the Apprenticeship Program and its grant. It is absolutely essential that a replacement be available to commence employ- ment on our about the time of separation of the encumbent. Aide I - Risk Management Division As stated in the Booze -Allen study, the Finance Department is already understaffed and these vacancies make the problem more acute. July 20, 1981 Approval to Fill an Auditor I Vacancy This Office has had one Auditor I vacancy since May 1, 1981. This vacancy has had an adverse effect on the realization of our 1980/81 audit objectives. To be able to achieve audit objectives for FY 1981/82, it is con- sidered necessary to fill this vacancy now. It is, therefore, requested that this Auditor I vacancy be in- cluded in the next critical list for City Commission approval to exclude this position from the hiring freeze. /so 7 i i.NAGER
