Dear Bob:
I regret that my letter regarding substitution of flat electric charges instead
of the 61� Far foot per day surcharge only for live-aboards perhaps was mis-
understood by you and will attempt to clarify herewith:
(1) My proposal was strictly my own and did not and does not reflect the
thoughts of either the Waterfront Board nor the Miami Marinas Asso.
(2) My proposal will result in increased revenues to the City of Miami
since all users of the Marinas using electric would be paying more that%
the smaller number of liveaboards.
(3) I did not mean to imply that the present liveaboards would attempt as
you stated to 'defraud the City' but rather that assessment would be easier
for your staff by merely viewing the number of electric lines attached.
I believe that my proposal will result in increased revenues to the City
of Miami and that the burden of paying for electricty should be borne by
all the users of the City Marinas including the transients.

agenda this matter for reconsideration by the City Commission during the
month of September if possible.
