HomeMy WebLinkAboutR-81-0829RESOLUTION No. 8 1 e 8 2 9 A RESOLUTION APPROVING THE MOST QUALIFIED CONSULTING TEAMS TO PROVIDE PROFESSIONAL LANDSCAPE ARCHITECTURAL, ARCHITECTURAL AND ENGINEERING SERVICES FOR THE BAYFRONT PARK REDEVELOPMENT PROJECT; AUTHORIZING THE CITY MANAGER TO UNDERTAKE NEGOTIATIONS WITH THE MOST QUALIFIED FIRMS, TO ARRIVE AT A CONTRACT WHICH IS FAIR, COMPETITIVE, AND REASONABLE, AND DIRECTING THE CITY MANAGER TO PRESENT THE NEGOTIATED AGREEMENT TO THE COMMISSION FOR RATIFICATION AND APPROVAL BY THE COMMISSION. WHEREAS, the City proposes to redevelop an 18-acre portion of the Bayfront Park of the Americas in downtown Miami; and WHEREAS, the City has approved by Resolution #80-75 on October 30, 1980, the Isamu Noguchi preliminary design for this portion of Bayfront Park of the Americas; and WHEREAS, the City has designated up to $250,000 from Community Development Block Grant funds, 6th year, and Florida Power and Light Franchise funds to cover the cost of professional services, and WHEREAS, the City Commission adopted Resolution ##81-321 on April 3, 1981, approving the designation of Bayfront Park Redevelopment Project as a Category "B" project, and appointing the Director of the Department of Parks as Chairman of the Competitive Selection Committee, and WHEREAS, the Competitive Selection Committee solicited expressions of interest from qualified consultants, evaluated the qualifica- tions of those firms who responded to its inquiry, and then selected the firms most qualified to provide professional landscape architectural, architectural, and engineering services for the Bayfront Park Redevelopment Project, all in accordance with the State of Florida's Consultant Competitive Negotiations Act, enacted by the legislature of Florida July 1, 1973, and by the City of Miami Ordinance ##8965, July 23, 1979. The City Commission hereby authorizes the City Manager to negotiate and enter into a professional services contract on behalf of the City of Miami with the team ranked first in order as in Section 1 hereinabove. In the event that the City Manager cannot negotiate an agreement which, in his opinion, is fair, competitive and reasonable with the team ranked first in order, then he is hereby authorized to terminate such negotiation and to proceed to negotiate with the second most qualified team. In the event that he fails to negotiate a satisfactory agreement with the second team, then he is authorized to undertake negotiations with the third most qualified team. Section 3. The City Manager is directed to present the City Commission with the negotiated agreement at the earliest scheduled meeting of the City Commission immediately following the negotiation of said agreement for ratification and approval by the Commission. On Tuesday, August 11, 1981, an approved Consultant Selection Committee met to select the team of Landscape Architects, Architects, and Engineers to work on the Bayfront Park Redevelopment project. Up to $250, 000 from Community Development Block grant funds, 6th year, and Florida Power & Light franchise funds, have been designated to cover the cost of professional design services. The work on this project consists of the provision of design development and contract documents as well as construction administration for the redevelopment of the 18-acre portion of the Bayfront Park as proposed by the preliminary design prepared by Isamu Noguchi and accepted by the City Commission on October 30, 1980, by Resolution No. 80-75. In general discussion prior to the presentations, the following issues were raised: (a) Carl Kern, Chairman of the Committee, discussed letter which he had received from Wallace, Roberts & Todd inforn - ing him of the withdrawal of Luis Barra- gan and Raul Ferrera from their team, and also from Shoji Sadao informing him of the withdrawal of Burle Marx from team 81 -829 - - -- - TO: File August 18, 1981 (b) Each round of voting was carried out on unsigned ballots collected by Juanita Shearer and recorded by Kitty Roedel. After all the rounds of voting, the Selection Committee accepted the results as follows: First Choice - Team No. 4 Fuller & Sadao, and consultants Second Choice - Team No. 9 Friedman, Walmsley & Co. Various committee members expressed positive and negative views about using such sheets, and it was decided that the sheet would be used at each committee member's option. (c) All five teams would be ranked in order of preference with unmarked ballots used to vote for each rank separately. Five or more votes would be required to establish the rank of each team. (d) Morris Kaufmann stated that the team ought to have been informed prior to these present- ations that up to $250, 000 was available in fees. Dena Spillman concurred that the committee had requested that at their previous meeting. Joe McManus stated that while the issue had been raised he was not aware of a specific decision. Carl Kern said that he would inform each team that a fee of up to $250, 000 was available, and asked if they would be able to work for that amount of money. Each team then made their presentation as per the attached list. As anticipated, Ms. Spillmanwas only able to attend the first three presentations and therefore did not vote in the Selection Committee's meeting subsequent to final presentation in the afternoon. In general discussion prior to voting, the following issues were raised: (a) Morris Kaufmann stated that the scope of services with which the consultants were provided was incorrect and misleading, and that he had not seen it prior to this meeting. Al Howard and others stated that they had received copies of the documents under discussion before the meeting. After discussing the status of the project with Mr. Noguchi, Mr. Barragan has evidently concluded that his participation could constitute interference in a design process in which the essential elements of the design have already been determined. Mr. Barragan's decision is based upon the respect he holds for Mr. Noguchi and his work. We both regret and admire Mr. Barragan's action. We also have a good deal of respect for Mr. Noguchi and we have no desire to arbitrarily modify his design. However, our committment is to assist the City in making Bayfront Park work. We propose to do this by examining the functional, economic, programmatic and other aspects of the conceptual design, and by making adjustments as appropriate. We trust that this is the City's intent in hiring a consultant and that Mr. Noguchi will participate in the process in a spirit of cooperation, regardless of whom is selected. Following is a summary of the issues discussed: - Each team should be well balanced with considerable design and implementation expertise in Landscape Architecture at both a national and local level, as well as good qualifications in Architectural and Civil Engineering, in that order. - Each team should have a favorable track records, if any, of working with the City. - A maximum of 5 teams should be selected for further consideration. 81 -82 To File July 29, 1981 - All requirements of the Sunshine Law should be fullfilled with respect to public notices regarding the Selection _ Committee's Meeting. (Bob Clark, Asst. City Attorney subsequently advised Juanita Shearer that placement of a notice on the meeting Room Door and in the lobby of the D. D. A. as well as inclusion of anyone asking to be admitted would be sufficient compliance. Eighteen acres of Miami's historic Bayfront Park in the heart of Downtown on Biscayne Bay is the focus of this Revitalization Project. The Park has been envisioned as being the integral element of Downtown Miami's Urban Waterfront based upon a master plan created for the City by the renowned artist, Isamu Noguchi. The City will retain Mr. Noguchi as the overall design consultant for this project; however, the Primary Consultant will assume principal responsibility for implementation of the Noguchi Design. The City wishes to hear from professionals who can bring to this unique multi -million dollar project a level of talent, professional experience, and organization commensurate with that which has been typified in the development of the Master Plan and Outdoor Fountains by Mr. Noguchi. Morris Kaufmann seconded the motion. Suggestions were made that: the project be advertised in Proqressive Architecture and Landscape Architecture magazines if possible; that a total allowance of 60 days be given for the new solicitation; that the advertisement reflect the project as a "showcase", and the prestigious association with Isamu Noguchi. Specific mention was made to contact Roberto Marks (Brazil) and Louis Barrigon (Mexico), as well as others, with stipulation made that consultant become registered to practice in the State of Florida prior to execution of agreement. JDS/TLM/vb C (Ist advertisement) Request for Professional Services The City of Miami through the Department of Parks is seeking the professional services of qualified and experienced registered ' Landscape Architects to be the prime consultants on two separate park projects, Bayfront Park Redevelopment and Manor Park Redevelop- ment, both of which will require landscape architectural, architectural and engineering services. Firms may submit one letter of interest on either one, or both of the two projects, however, only one project will be awarded to a particular firm. The Bayfront Park Redevelopment Project will require professional services including the Design Development and Contract Document Phases of this project based on the approved concept plan prepared by Isamu Noguchi. The City of Miami will retain Mr. Noguchi as the overall design consultant for this project. The Manor Park. Redevelopment Project will require complete professional services related to the rehabilitation of this existing 28.4 acre park located at NW 14th Avenue and 50tti Street. Funding for the entire project is $1,000,000.
