A RESOLUTION APPOINTING Ali INDIVIDUAL AS A
MEMBER OF THE ARTS -IN -PUBLIC PLACES COMMITTEE

FOR A TERM OF FIVE YEARS COMMENCING SEPTEMBER 1,
1981.
WHEREAS, pursuant to Ordinance No. 8759, February 23,
1978, the City Commission appointed five persons to serve
as members of the Arts -in -Public Places Committee, two of
whose terms expired on May 18, 1981; and
WHEREAS, in accordance with paragraph (a) of said Ordi-
nance, a three member nominating committee, consisting of
representatives from the Cultural Executives Council, Inc.,
the South Florida Chapter of the American Institute of Archi-
tects and the Dade County Council of Arts and Sciences, has
nominated five (5) candidates for consideration by the City
Commission, as follows:
1. Margarita Cano
2. Teresita Falcon
3. Jane Frank
4. Lester Pancoast
5. Ann Sams
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The following person is hereby appointed as a
member of the Arts -in -Public Places Committee for a term of
five years commencing September 1, 1981:

Members for the Arts -in -Public
Places Committee
It is recommended that the proposed Resolution
be placed on the agenda of the City Commission
Meeting, scheduled for September 10, 1981,
whereby the City Commission will select two
persons from a list of nominees to serve as
members of the Arts -in -Public Places Committee.
Under Ordinance No. 8759, adopted February 23, 1978, the City
Commission appointed five members to serve on the Arts -in -Public
Places Committee, two of whom were appointed for an initial term
t of three years. The terms of the two members expired on
May 18, 1981; namely, Mr. Andres Fabregas and Ms. LaRue (Sonny) Storm.
Under paragraph (a) of the Ordinance, a panel consisting of
representatives from the Cultural Executives Council, Inc., the
South Florida Chapter of the American Institute of Architects and the
Dade County Council of Arts and Sciences acts as the nominating
committee for the City Commission. The nominating committee met in
June 18, 1981, and recommended six (6) candidates to fill the vacant
positions. Resumes of the nominees are attached hereto.
It is recommended that the City Commission select two of the
candidates among the nominees to serve on the Arts -in -Public Places
Committee, each for a term of five (5) years, effective September 1, 1981.

recommendations of the Nominating Panel regarding nominations to the City's
'Arts in Public Places' Committee.
Representatives of the Council of Arts and Sciences, the Cultural Executives
Council and the Florida Chapter of the American Institute of Architects met
on June 18, 1981 and chose the following individuals for recommendation to
the Committee. Each person on the list has agreed to serve if nominated by

STUDIES:
1960-- Assistant to Dr. M. T. Freyre de Andrade, Director of the
1962 National Library, directly involved in the re -structuring
• of the library, organizing new departments and creating
new services. In 1960 I was given the direction of the
Serials Department after spending a brief period organiz-
ing the 'Art .and Music Division and the Conservation Dppart--
ment which was responsible for the preservation of books,
{: original graphics and historical documents.
1962 Left Cuba for political reasons.
1963 hired by the Miami Public Library January 2, 1963. Worked
in several departments for brief periods. Since 1965 have
worked at the Art, and Music Division as the Art Reference
Librarian.
Following is a list of some of the programs that I have
initiated at the library:
19G8 "Art as an Investment" - A series of 5 programs offered
at.the main library involving several specialists from
the area. '
1971
"Art of Today" - A series of 4 programs offered at the
Coral Gables Branch on understanding modern art.
Invited speakers were all teachers from the area.
1970
Started a collection of framed reproductions and orig-
inal graphics for circulation and formed the nucleous
of a permanent collection to be placed on public vies;
throughout the library system. .
1972
"Creative Prints and Printmaking". A series* of 5
*
programs given at the Coral Gables Branch and coordi-
nated .with an exhibit at the Main Library on' "Ho:; a.
'
Screen Print is -.I -lade", which was rented from the
American Federation of Arts.
1969, 707 71, 727 73 Coordinated with the Archdiocese of
Miami a series of juried art exhibits for local artists
of I:ations from the Organization o=" American States,

Havana.
1957 Studies included a special credit course offered by Dr.
Alfred .Brunner from the Unified States Atomic Energy Commission
through a grant given,:by UNESCO. The subject was on "Peaceful
Uses of Atomic Energy", such as in medicine, industry, radio-
carbon dating of museum objects... .
1957 Special training from Allan McNabb, former Director of the
Lowe Museum and former Director -of the Art Institute of Chicag,
and Consultant to the Palacio de Bellas Artes, on presentation
of exhibits, distribution of the collection, organization of
spaces.
1958 Special training under Dr. Helmut H. Ruheman, former curator
of the National Gallery, London, on conservation and restora-
tion of paintings, infrared photography, surface appraisals
with ultraviolight light, X-rays of paintings, chemical analy-
sis of pigments.
1958 Attended a series of courses offered by the National Museum
under UNESCO grants by Dr. H. H. Ruheman on "Changes of Styles
in Painting and Evolution of Techniques"; Dr. Luis de Soto
and Dr. R. Novoa on "History and Evolution of Cuban Painting";

1976 Celebrated the Bicentennial with 3 art exhibits:
"A Collection of American Patchwork Quilts"
"African Art, its Eternal Presence"
"A New Reality"
All of these exhibits were coordinated with local col-
lectors.
1972, 73, 74, 75, presented exhibits of the. new acquisi-
tions for the permanent and circulating picture collec-
tion. These exhibits were all coordinated with a series
of art programs and bibliographies. 1.
1975 Initiated the concept of a gallery on wheels, "The Art -
mobile" to take exhibits to schools, parks, Shopping
centers and anywhere within the Dade County System the
* library serves. The Artmobile was purchased with a
grant from Southeast Banking Corporation who also spon-
sored the painting of the van by New York artist, Lowell
Nesbitt. I documented the painting of the van with a
16 mm. sound, color film. I have supervised 10 art
exhibits which have travelled in the van. N.ore than
40,000 people in Dade County have visited this gallery
on wheels. Last summer it travelled throuSla Florida
with the works from the permanent collection of South-
east Banking Corporation.
