WITH THE APPROPRIATION THEREFOR OF REVENUES
RESULTING FROM FUNDS TO BE ALLOCATED FROMff
THE SPECIAL PROGRAMS AND ACCOUNTS - CONTINGENT_
FUND IN T148 AMOUNT OF $30,000 FOR PROVIDING

SPECIALIZED LEISURE, EDUCATIONAL AND JOB
OPPORTUNITY ACTIVITY UNDER THE PARTNERS FOR
YOUTH PROGRAM; CONTAINING A REPEALER PRO-
VISION AND A SEVERABILITY CLAUSE AND DISPENS-

ING WITH THE REQUIREMENT OF READING SAME ON
TWO SEPARATE DAYS BY A VOTE OF NOT LESS THAN
FOUR -FIFTHS OF THE MEMBERS OF THE COMMISSION,
WHEREAS, the Partners for Youth Program, emphasizing
leisure, educational, and job opportunity activity has been
a successful program with great impact upon the underprivileged
youth of Miami; and
WHEREAS, the City of Miami has been a major participant
of this program and in support thereof is allocating funds in
the amount of $30,000 from the Special Programs and Accounts -
Contingent Fund; and
WHEREAS, the Department of Leisure Services has requested
that a Trust and Agency fund be established for administration
of said funds•
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The following Trust and Agency Fund is hereby
established and resources are hereby appropriated as described
herein
FUND TITLE: Partners for Youth
RESOURCES: Allocation from Special Programs
and Accounts - Contingent Fund $30,000

APPROPRIATION: Partners for Youth $30,000
Section 2, All ordinances or parts of ordinances insofar
as they are inconsistent or in conflict with the provisions of
this ordinance are hereby repealed.

l/ To provide specialized leisure, educational and _job oppor-
tunity activity under the Partners for Youth Program. ,
Section 3, If any section, part of section, paragraph,
clause, phrase, or word of this ordinance is declared to be
invalid, tie remaining provisions of this ordinance shall not
be affected.
Section 4, The requirement of reading this ordinance on
two separate days is hereby dispensed with by a vote of not
less than four -fifths of the members of the Commission.

It is recommended that a Trust and Agency
Fund entitled "Partners for Youth' be es-
tablished for the administration of 301000
from the Special Program and Accounts -
Contingency Fund in conducting specialized
activities pursuant to the Partners for
Youth Program, as per attached ordinance.
Partners for Youth is a program that combines governmental agencies
in Dade Countywith private industry with the sole purpose of providing
better recreational, educational, and work -training opportunities for
the disadvantaged youth of our community.
The goal of Partners for Youth is to match governmental funds and resources
with those that can be found in private industry. In these times of fiscal
austerity and budget reductions in government, private industry should be
able to assume some of the responsibility for providing programs that are
beneficial to our youth in this community,
The City of Miami has been a major participant in this program and will
further support it by allocating thirty thousand dollars (t30,000) from
the Special Programs and Accounts Contingency Fund via, an accompanying
resolution.
It is,therefore, the recommendation of the Department of Leisure Services
that a new Trust and Agency account be established, entitled "Partners for
Youth", to administer said funds pursuant to the needs and requirements of
the Partners for Youth Program, as for the attached ordinance.
