AND DISPENSING WITH THE REQUIREMENT
OF READING SAME ON TWO SEPARATE DAYS
BY A VOTE OF NOT LESS THAN FOUR -FIFTHS
OF THE MEMBERS OF THE COMMISSION.
WHEREAS, the City Commission adopted Ordinance No. 8719 on
_
October 26, 1977, establishing resources and appropriations for
grants funds anticipated by the City of Miami, Florida and for cor-
responding City -cash match requirements; and
WHEREAS, the Leisure Services Department, Cultural Division,
has planned a county -wide youth cultural and humanities program
(hereinafter refered to as "SYNERGETICS", to be conducted primar-
ily August 15, 1981 through June 1, 1982) relating to Miami's
diverse ethnic heritages; and
WHEREAS, the National Endowment for the Humanities has awarded
$59,354 to the City in support of SYNERGETICS; and
WHEREAS, funds have been provided for in the Fiscal Year 198 0-
SI Budget, Special Programs and Accounts -Matching Funds for Grants
in the amount of $50,000 to support SYNERGETICS; and
WHEREAS, it is anticipated that community support will be in
the form of in -kind contributions and endorsements from the Dade
County School Board, the United States Department of State -Cuban/
Haitian Task Force, the Cuban, African and Afro-American Studies
Program of the University of Miami, the Black Archives, History and
Research Foundation of South Florida, Inc., the Miami -Dade Public
Library System, and the United Teachers of Dade
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1, Section I of ordinance No. 8719, adopted October
26, 1977, as amended, is hereby further amended as follows:

"Section l: The following Trust and Agency Funds are hereby
established and resources are hereby appropriated as described herein:
FUND TITLE: SYNERGETICS
RESOURCES: NATIONAL ENDOWMENT FOR THE $59,354. �-
HUMANITIES
CITY CASH -MATCH $50,000.
Special Programs and Accounts- —
Matching Funds for Grants
APPROPRIATION: $..109,354
Section 2. All ordinances or parts of ordinances insofar as
they are inconsistent or in conflict with the provisions of this
ordinance are hereby repealed.
Section 3. If any section, part of section, phrase, paragraph,
clause or word of this ordinance is declared invalid, the remaining
provisions of this ordinance shall not be affected.
Section 4. The requirement of reading this ordinance on two
separate days is hereby dispensed with by a vote of not less that four -
fifths of the members of the Commission:
1/ Words and/or figures stricken through shall be deleted.
Underscored words and/or figures constitute the amendment
proposed. The remaining provisions are now in effect and
remain unchanged. Asterisks indicate omitted and unchanged
material. All figures are rounded to the next dollar.

Proposed Legislation
It is recommended that the City Commission
adopt an ordinance amending Section 1 of
Ordinance No. 8719, adopted October 26,
1977, the Summary Grants Appropriations
Ordinance, as amended, by establishing a
new Trust and Agency Fund entitled
"SYNERGETICS"; and appropriating funds
for the operation of same in the amount
of $112,829 to be received from the
National Endowment for the Humanities in
the amount of $59,354, Special Programs
and Accounts - Matching Funds for Grants
in the amount of $50,000, and an amount
of $3 475 in contributions and in -kind
services; containing a repealer provision
and a severability clause; and dispensing
with the requirement of reading same on
two separate days by a vote of not less
than four -fifths of the members of the
Commission, as per attached ordinance.
The Department of Leisure Services, Cultural Division, has developed and
planned a cultural and humanities program based on a youth -oriented cultural
study of Miami's diverse and complex ethnic heritages. The program, en-
titled SYNERGETICS, will employ the services of the Cultural Division staff,
four part-time humanities and publishing consultants from the community,
and twelve part-time certified public instructors._ 150 public high
school students will also participate in the project researching, invest-
igating, composing and editing articles in three languages, English, Span-
ish and "Patoie" (Ilaitian). Each article will be based on 'a cultural
or humanities theme. Over 30,000 students and community people will re-
ceive the publication. Published articles will cover multi -ethnic char-
acteristics, interviews with community leaders, transcriptions of oral
folk tales, the tracing of family heritages, examination of certain folk
customs and current problems facing Miami's youth. Articles submitted
will be reviewed prior to publication by the consultants and the Cultural
Division staff. Published bi-monthly in the style and format of "Tropic",
SYNERGETICS will be circulated throughout the Dade County School System,
the Miami -Dade Public Library System and community organizations,. Small
scholarship grants ($500. total) and awards of merit will be presented to

the ten most distinguished students after selection by the staff and
consultants.
SYNERGETICS has received formal endorsement from the National Endow-
ment for the Humanities and will be the recipient of a $59,554 grant
from the NEH to be matched by $50k000 from the City of Miami FY 80-81
Special programs and Accounts Matching Funds for Grants. The
SYNERGETICS program anticipates further support and in -kind services
from such distinguished local organizations as the Dade County School
Board, the United States Department of State-Cuban/Haitian Task
Force, the Cuban, African and Afro-American Studies Program of the
University of Miami, the Black Archives, History and Research Foun-
dation of South Florida, inc., the Miami -Dade Public Library System
and the United Teachers of Dade.
