HomeMy WebLinkAboutO-09324ORDINANCE ho, '` w AN ORDINANCE AMENDING PARAGIWIIIS (1)s (2) AND (3) OF SECTION 30=26 OF THE CODE OF THE CITY OF MIAMI, FLORIDA, AS AMENDED, FOR THE PURPOSE OF - REVISING THE FEES CHARGED FOR THE CHILD DAY CARE PROGRAM; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, recent financial restraints have mandated that programs offered to the citizenry be of a self-sustaining nature; and WHEREAS, the City of Miami Child Day Care Program's current fee structure only guarantees funds equal to 27% of the total operating budget; and WHEREAS, the recommended increase would increase funds to that % b d 4- d - equal to 570 of the total operating u ge , an WHEREAS, the Child Day Care Committee has evaluated the situa- tion and has recommended the revision described herein; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Section 30-26 of the Code of, the City of Miami, Florida, as amended, is hereby further amended in the following particulars:l/ "Sec. 30-26. Fee Schedule. Under extraordinary circumstances affecting a family, fees may be adjusted for a designated period of time, subject to the approval of the director of the leisure services department, in order to maintain con- tinuity of services. (3) After -school care: The after -school care fee shall be eight twelve dollars 48799} ($12.00) weekly, with no dis- counts regarding family income, for children through age eight nine 48} (9) ." Section 2. All ordinances or parts of ordinances insofar as they are inconsistent or in conflict with the provisions of this ordinance are herebyrepealed. - Section 3. If any section, part of section, paragraph, clause, phrase, or word of this ordinance is declared invalid, the remaining provi- sions of this ordinance shall not be affected. Gary U AI i r Scaember 15, 1981 c4Le City Manager Proposed ordinance Amending Day Care Fees (Second Reading) �Ibert H. �Kvar'd, Dir f Department of Leisure Services It is recommended that the Fees for the City of Miami Child Day Care Program be increased as listed below, to enable the program to be of a more self-sustaining nature, as per the attached ordinance. In that identifying funds for the operation of the City of Miami Child Day Care Program has become increasingly difficult in the face of federal, state, and the City's budgetary restraints, it has become essential for the grogram to be of a more self-sus- taining nature. Current fees generate approximately 27% ($102,000) of the total operating budget of $378,000. The recommended fee would increase revenues to approximately 570, or $235,000, of the proposed budget of $412,000 for FY 81-82; a significant step toward the program maintaining itself. A recent survey has revealed the average weekly child care fee to _ range between $32 - $35. The recommended fees, if implemented, would result in an average of $23 weekly, considerably below the countywide average while still maintaining quality service. More importantly, through these fee increase and addition grant funds, the cost per child to the City would significantly be reduced from $1,339 to $307.63. At the instruction of the City Commission, the department met - with Ann Wilson, chairperson of the Day Care Committee, to discuss moderate revisions to fees iniatially proposed, which have been agreed to by both parties. In addition, a $25,000 contingency fund will be budgeted should the increases result in any temporary loss of enrollment.
