AN EMERGENCY ORDINANCE AMENDING SECTIONS 1 AND
5 OF ORDINANCE NO. 9179 ADOPTED OCT08ER 3,
1980, THE ANNUAL APPROPRIATIONS ORDINANCE FOR _ THE FISCAL YEAR ENDING SEPTEMBER 30, 1981, AS
AMENDED, BY INCREASING THE APPROPRIATION FOR
THE GENERAL FUND, IN THE AMOUNT OF $295,191 FOR
SPECIAL PROGRAMS AND ACCOUNTS (SEVERANCE PAY),
AND BY INCREASING GENERAL FUND REVENUES IN THE
SAME AMOUNT FROM LICENSES AND PERMITS FOR THE
PURPOSE OF PROVIDING FUNDING TO PAY FOR
INCREASED EXPENDITURES IN THE CITY'S SEVERANCE:
PAY ACCOUNT DUE TO THE RECENT LAYOFFS AND
EXCESSIVE TURNOVER IN THE POLICE DEPARTMENT;
CONTAINING A REPEALER PROVISION AND A
SEVERABILITY CLAUSE AND DISPENSING WITH THE -
REQUIREMENT OF READING SAME ON TWO SEPARATE —
DAYS BY A VOTE OF NOT LESS THAN FOUR -FIFTHS OF
THE MEMBERS OF THE COMMISSION.
WHEREAS, the City Commission adopted Ordinance No. 9179 on
October 3, 1980, establishing revenues and appropriations for the City of
Miami, Florida, for the fiscal year ending September 30, 1981; and
WHEREAS, $295,191 of additional funds are needed by Special
Proarams and Accounts (severance pay) to pay for increased costs in said
account due to the recent layoffs and excessive turnover in the Police
Department; and
WHEREAS, funds in the amount of $295,191 are available from the
Fiscal Year 1981 Licenses and Permits revenue and can be allocated for the
aforementioned purpose;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF

Section 1. Sections 1 and 5 of Ordinance No, 9179, adopted
October 3, 1980, the annual appropriations ordinance for the fiscal year
ending September 30, 1981, as amended, is hereby further amended in the

including the payment of principal and interest

Section 5. The above appropriations are based

Section 2. The herein increase of $295,191 for Special Programs

and Accounts (severance pay) and the corresponding increase in General Fund

Revenues Licenses and Permits, is for the purpose of 'providing the funds to
pay for the increased costs in said account due to the recent layoffs and
excessive turnover in the Police Department,
Section 3. All ordinances- or parts of ordinances insofar as
they are inconsistent or in conflict with the provisions of this ordinance
are hereby repealed.

Section 4. If any section, part of section, paragraph, Clauses
phrase, or word of this ordinance is declared invalid, the remaining
provisions of this ordinance shall not be affected,
Section 5. This drdinatce is hereby declared to be an emergency'
measure on the grounds of urgent public need for the preservation of peace,
health, safety, and property of the City of Miami, and upon the further
grounds of the necessity to make the required and necessary payments to its
employees and officers, payment of its contracts, payment of interest and
principal on its debts, necessary and required purchases of goods and
supplies, and to generally carry on the functions and duties of its
municipal affairs. —
Section 6. The requirement of reading this ordinance on two
separate days is hereby dispensed with by a vote of not less than four -
fifths of the members of the Commission.
