I REQUESTING THE DEPARTMENT OF COPITIUNITY AFFAIRS
TO INCLUDE THE APPLICATION UNDER THE LOCAL
GOVERNMENT COP4_)RI:IIENSIVE PLANNING ACT ASSISTANCE
i FUND PROGRAM 'FOR THE 1981-1982 PROGRAM YEAR; FURTHER
INDICATING COMMISSION COMMITMENT TO COMPLY WITH
APPLICABLE LAWS, RULES AND REGULATIONS FOR THE
PROGRAM AS DESCRIBED IN CHAPTER 913-5 FLORIDA
ADMINISTRATIVE CODE.

WHEREAS, the City Commission has recognized a need
to ,provide for orderly growth and management as contemplated by
the passage of the Florida Local Government Comprehensive Planning

WHEREAS, the State of Florida has recognized a need
to assist local governments in meeting the requirements of the
Act, and
WHEREAS, the Florida Legislature has charged the
Department of Community Affairs with administering the Local
Government Canprehensive Planning Assistance Prnoa .m.
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION
OF THE CITY OF MIAMI, FLORIDA:
Section 1. The Manager is authorized to submit a
grant _application, in the amount of $20,000, substantially in the
form of the attached application to the State of Florida, Depart-
ment of Community Affairs.
Section 2. The Department of Community Affairs is
requested to include said application among those requesting
financial assistance from the Local Government Comprehensive Plan-
ning Act Assistance Fund Program for the 1981-1982 program year.

The Florida Legislature has appropriated funds for fiscal
year 1981-82 to provide grants to local government to
assist them in meeting the requirements of the Local Govern-
ment Comprehensive Planning Act. Grant awards of up to
$20 , 000 are available.
The Miami Comprehensive Neighborhood Plan was adopted by
Resolution 77-430; May 12, 1977. The Local Government
Comprehensive Planning Act requires that a report be pre-
pared at least once every five years after the adoption of
a comprehensive plan for the purpose of evaluating the plan.
The Miami Comprehensive Neighborhood Plan needs to be up-
dated. This grant, if awarded, will assist the Planning
Department in meeting ancillary costs: publication, public
notices, and mailing costs.

2. FISCAL NEED INFORMATION
The ranking of LGCPA grant applicants is determined in part by local
fiscal effort. This is a measure of each community's efforts to
raise revenue in relation to its wealth. Local revenue is normally
_ generated primarily from various tax sources, but in some cases it
also includes surplus utility funds that are available to support
other governmental functions. Because surplus utility revenue data
is not available from annual financial reports, this information must
' be included in the LGCPA application.

1 For each utility operated by your government, please report the amount
} of surplus funds transferred to other governmental activities that was
not specifically related to the utility operation during the 1980-1981
fisca'_ •:ear. T_ans_`ers to be included are: funds for general govern-
mental activities; funds used to pay the principal and/or interest on
t bonds for activities not related to the specific utility in question
(e.g., hospital and airport bonds); and funds used to support other
utility operations. Such transfers must be authorized by the governing
body.
Local governments which operate utilities through dependant special
districts or authorities should report transfers to it from these

3, APPLICANT ELIGIBILITY
The Florir:,a Legislature provided that Local Government Compre-
hensive Planning Assistance funds appropriated for FY 1981-82,shall
be allocat'�-ci only to those local governments that are within one of
five Cate,- 2s. s_nci gate in ti.v spare provide-' ho:a 7o.-ernment
meets one or more of the following criteria:
(a) Local governments that have not completed their comprehensive
plans due to some extraordinary circumstances that prohibit adoption
such as a court order or other legal action.

(b) Local Governments that have received additional state
planning mandates because all or part of their jurisdiction is located
in an Area of Critical State Concern or because of participation on a
Resource Planning and Management Committee.

(c) Local governments that have never received state funds for
comprehensive planning under this program.
The Miami Comprehensive Neighborhood Plan was adopted in May 12, 1977
funded from local general funds and Federal Revenue Sharing. The
i City of Miami has never received State funds for comprehensive planning
under --this nrogram-
(d) Local governments that must make a substantial revision to
a comprehensive plan because of a large scale, unanticipated change
in conditions in the area. This shall include an area that is
impacted after the adoption of a comprehensive plan by either a
j formally proposed development meeting the presumptive thresholds for
Developments of Regional Impact or an approved Development of Regional
Impact. Also included is any municipality that, after acoptig its
comprehensive plan, annexes an area exceeding 20 percent of its prior
land area.

The group specified in Executive
Order 12256; "legal immigrants from
Cuba or Haiti who arrived between
April 1. 1980, and September 30 1980" is
composed of four distinct groups. They
are: Cubans who arrived as refugees
and were later designated Cuban
"entrants". Haitians who arrived as
refugees and were later designated
Haitian "entrants", persons from Cuba
admitted as permanent resident aliens.

and persons from Haiti admitted ns
permanent resident aliens. "Entrant" is
the status specially created for the
Cubans and llailians who arrived
without prior docurnentntion. Entrants
were admitted fora 0-month parole
period (recently extended to July 15.
1981). The status of permanent resident
alien is conferred upon a limited number
of people who meet strict requirements
and allows them to live in the United
States permanently. Sources and
methodology differed among these
subgroups.
Cuban entrants. The Cuban -Haitian
Taskl'orce provided a computer file on
Cuban entrants, including information
on date of entry, age, sex, camp or
processing center, sponsor's address,
and relative's address, if any. All
persons who entered the United States
and were resettled between April 1. 1980
and September 30. 1980 and who were
not institutionalized in hospital or
prisons were included. Coding of the
sponsor's (or, if none, the relative's)
address to state, county, minor civil
division (MCD), and/or place was done
using the same geographic coding
system as is used in preparing the
population and income estimates for the
general revenue sharing program.
This geographic coding procedure was
developed using 1975 Federal income
tax records which included information
on governmental unit of residence in
addition to filer's mailing address. The
geographic coding guide which cross-
references this information permits the
statistical assignment of the
governmental unit in which the person is
living using street address, mailing state.
and zip code. In cases where the
address was incomplete, each person
was distributed to an area based on the
information available and the
geographic distribution of persons
having complete addresses. In cases
where the address was missing
altogether, persons were distributed
proportionally between Miami and
Hialeah, Florida. This was done because
most of those with no address were
among the first to enter the United
States and were released to family
members in the Miami area. Once the
geographic codes are assigL d. totals for
individual places. hiCD'sir'ounties, and
stales were computed. A final step
involved a slight adjustment to make the
state total agree with the distribution of
resettled Cuban entrants by state which
the Cubaml l aitian Task force had
computed for November 1. 1980. .
Ilailian entrants. Information on
Haitian entrants was supplied by the
Cuban•tiaitian Task Force based on
Immigration and Naturalization Service
(INS) files from the Miami district office
and the records of various resettlement
agencies. After excluding persons who
entered before April 1. 19ii0 or after
September 30. 1989 and those still in
detention centers, prottraphic coding of
sponsors' or family members' address
was done. Those without addresses or
with incomplete nddrr. ses were
assigned codes based on the geographic
distribution of all others. State. county,
MCD, and place totals were computed.
Cuban permanent resident aliens. The
number of Cubans admitted as
permanent resident aliens between
April 1, 1980 and September 30, 1930 is
not currently available from the .
Immigration and Naturlization Service.
After examing INS data on Cubans
admitted for permanent residence (less
those adjusiing to that status) for fiscal
years 1977, 1978, and 1979, it was
estimated that approximately 2,500
Cubans were admitted as permanent
resident aliens during the six months
after April 1.1980. These Cubans were
distributed to geographic areas using the
distribution of Cuban entrants.
Haitian permanent resident aliens. An
estimated 3,200 Haitians entered as
permanent resident aliens between
April 1 and September 30 of 1980, based
on an extrapolation of LEIS data for
fiscal years 1977-79. Analysis of the
addresses of Haitian aliens who
reported to INS in January of 1979
suggests much greater dispersion of
Haitians admitted as permanent
resident aliens than of those admitted as
entrants. Therefore, the distribution by
state of Haitians admitted as permanent
resident aliens was assurned to be the
same as Haitian aliens who filed I-53
forms (Alien Address Reports) in
January of 1979. Substate distributions
of Haitian entrants were used to
allocate Haitian permanent resident
aliens to counties, MCDs, and places.
The final atep involved summing the
four groups for each geographic nrea
and selecting those with 50 or more
Cubans and Haitians.
