A RESOLUTION AUTHORIZING AND DIRECTING THE
CITY MANAGER TO SUBMIT A GRANT APPLICATION
To THE STATE OF FLORIDA, DEPARTMENT OF NATURAL
RESOURCES, REQUESTING FINANCIAL ASSISTANCE FROM
THE FLORIDA RECREATION DEVELOPMENT ASSISTANCE
PROGRAM IN AN AMOUNT OF $200,000; FURTHER
AUTHORIZING THE ALLOCATION OF $250,000 FROM
FISCAL YEAR 1981-82 FLORIDA POWER AND LIGHT
FRANCHISE FEES TO PROVIDE THE REQUIRED CASH
MATCH FOR A PROGRAM ENTITLED "VIRGINIA KEY
DEVELOPMENT PROJECT"; AUTHORIZING AND DIRECT-
ING THE CITY MANAGER TO ACCEPT A GRANT AWARD
FROM THE STATE OF FLORIDA, DEPARTMENT OF NATURAL
RESOURCES, UNDER THE FLORIDA RECREATION DEVELOP-
MENT ASSISTANCE PROGRAM FOR THE VIRGINIA KEY
DEVELOPMENT PROJECT; FURTHER AUTHORIZING AND
DIRECTING THE CITY MANAGER TO EXECUTE THE NECES-
SARY CONTRACT(S) AND/OR AGREEMENT(S) TO IMPLEMENT
SAID GRANT IN ACCORDANCE WITH APPLICABLE CITY
CODE PROVISIONS.
WHEREAS, all applications submitted to the Flo id r a
-Department of Natural Resources requesting financial assist-
ance from the Florida Recreation Development Assistance Pro-
gram are required to include an official, adopted, and certi-
,fied resolution detailing the vote of the governing body
expressing the applicant's intent to request financial assist-
ance and specifying the type and amount of required matching
funds to be committed; and
WHEREAS, the City of Miami is submitting a grant appli-
cation to the Florida Department of Natural Resources request -
financial assistance in the amount of $200,000 from the
:Jlorida Recreation Development Assistance Program for a pro-
gram entitled "Virginia Key Development Project"; and
WHEREAS, the development of Virginia Key as a public
park will serve to conserve a valuable natural resource and
provide the citizens of Miami with significant recreational'
opportunities and benefits; and
WHEREAS, the City Manager has indicated that the sum of
$250,000 is available for allocation to the herein program
from fiscal year 1981-82 Florida Power and Light Franchise
Fees to provide the City of Miami's required cash match; and

WHEREAS, the City Commission must expressly authorize
and direct the City Manager to accept grants from the State
of Florida, Department of Natural Resources; and
WHEREAS, the City Commission must expressly authorize and
direct the City Manager to execute the necessary contract(s)
and/or agreement(s) to implement the program;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The City Manager is hereby authorized to
submit a grant application to the State of Florida, Department
of Natural Resources, requesting financial assistance from
the Florida Recreation Development Assistance Program in an':
amount of $200,000.
Section 2. The allocation of $250,000 from fiscal year
1981-82 Florida Power and Light Franchise Fees to provide the
required cash match for the herein grant entitled "Virginia
Key Development Project" is hereby authorized.
Section 3. The City Manager is hereby authorized to
accept a grant award from the State of Florida, Department of
Natural Resources, under the Florida Recreation Development
Assistance Program for the Virginia Key Development Project
and the City Manager is hereby further authorized and directed
to execute the necessary contract(s) and/or agreement(s) to
implement said grant in accordance with applicable City Code
provisions.

Florida Department of Natural Resources application procedures
call for an official, adopted, and certified resolution to accompany
the application at the time of submission. Completed applications,
with all accompanying documents, must be received in Tallahassee
no later than October 31, 1981.
