A RESOLUTION APPROVING IN SUBSTANTIALLY THE FORM ATTACHED HERETO INVITATION FOR PROPOSAL AND PROPOSAL SUBMISSION GUIDELINES FOR IMPLEMENTING THE AFFORDABLE RENTAL HO(1SING DEVELOPIJENT PROGRAM, DIRECTING THE CITY MANAGER TO SUBMIT THE INVITATION AND GUIDELINES TO METROPOLITAN DADE COUNTY COMMISSION FOR APPROVAL AND AUTHORIZING PUBLICATION. WHEREAS, the City Commission has determined the existence of a critical shortage of rental housing in the City affordable to families and individuals of low and moderate income; and WHEREAS, federal housing assistance funding is insufficient to meet the demand for such housing; and WHEREAS, the City Commission has determined that the , availability of rental housing affordable to families and individuals is critical to the long-term economic stability of the City; and WHEREAS, the City Commission has determined that public intervention assistance is necessary to obtain the participation of the private housing industry in the development of such rental housing resources; and WHEREAS, the City proposes to implement a program to provide such assistance referred to as the Affordable Rental Housing Development Program; and WHEREAS, implementation of the program requires the publication of an Invitation for Proposals for the purpose of obtaining participation by private sector multi -family housing developers; and WHEREAS, implementation of the program requires approval by Metropolitan Dade County due to certain statutory provisions governing the proposed expenditue of City of Miami General Obligation Housing Bond proceeds to implement the program: NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: CITY COMMISSION MEETING OF OCTO T 1981 81 (EOLtION Nr,... , 7 ff Section 1. LU Co It is recommended that the City Commission approve an Invitation for Proposals and Proposal Submission Guidelines required to implement the Affordable Rental Housing Development Program. - On June 25, 1981, the City Commission approved a staff report on methods for assisting the private sector in the production of rental housing affordable to low and moderate income families and individuals. On September 10, 1981, the City Commission called for the issuance of an RFP to solicit proposals from private sector housing developers to participate in the production of approximately 1,000 rental dwell- ings for low and moderate income families and individuals. The enclosed Invitation for Proposals and Proposal Submission Guide- lines have been prepared in response to the City Commission's request. After the City Commission approves the Invitation and Proposal Submission Guidelines, they must be approved by the Dade County Commission. This step is necessary to meet legal requirements for implementing the proposed program, according to bond counsel. Assuming the approval of Dade County is secured on October 20, 1981, the Invitation for Proposals can be published by October 23. A 60 day proposal submission period is planned. r ✓ t t CITY OF MIAMI , FLORIDA INVITATION FOR PROPOSALS i F APPORDABLE RENTAL HOUSING DEVELOPMENT PROGRAM 1 The City of Miami, Florida is requesting proposals from experienced multi -family housing profit motivated and non profit developers for participation in the city's proposed Affordable Rental Housing Development Program. J Approximately 1,000 units of privately owned and managed rental and moderate income families and in - housing affordable to low dividuals are proposed for development through a cooperative venture between the City of Miami and selected project sponsors. The project sponsors selected by the City will develop, own, and be responsible for the long-term management of all projects developed through the Program. The City proposes to assemble and deliver project development sites to the selected project sponsors through a long-term lease arrangement or in fee simple. The City also proposes to provide below conventional interest rate construction and permanent financing for all projects developed under the Program, as necessary, to accomplish the objectives of the Program through the issuance of tax exempt mortgage revenue bonds. A minimum of twenty percent (200) of the rental units proposed for development through the Program must be within the affordability range of low income families and individuals. The remainder must be within the affordability range of moderate income families and individuals. The City of Miami has determined maximum acceptable rent levels for families and invididuals in the low and moderate income ranges by household size. All projects to be developed through the Program will be subject to rent regulatory and management agreements. All projects to be developed will be required to meet the require- ments of the South Florida Building Code and other codes applicable to the construction of multi -family developments in Miami, Florida. (The City has determined that low and moderate income families should pay no more than 30% of gross income for rent inclusive of basic utilities. Low income is defined as 50 to 80% of the Median income for the Dade County Standard Metropolitan Statistical Area (SMSA). Moderate income is defined as 80 to 120% of the Median income for the SMSA. Exhibit A displays Low and Moderate income ranges for the SMSA by family size. Traditionally, the City has relied on federal housing assis- tance programs to meet the demand for low income rental housing. This need is not being mpt by the limited amount of rental housing subsidy dollars the federal government has made available. Moreover, federal assistance in housing is expected to diminish considerably over the next several years. 20,000 low income Miami families are registered with Metro- politan Dade County's Department of Housing and Urban Devel- opment for public housing assistance. While firm statistics are not available on the housing needs of Miami's moderate income families and individuals, several factors lead to the conclusion that moderate income rental housing demands are extremely high and largely unmet. Since 1975, condominium conversions have reduced the supply of rental housing affordable to moderate income families by some 2,500 units. By most accounts, Miami's rental housing vacancy rate approaches Oo. The rental housing turnover rate has been stalled to an extent by the inability of would- be homeowners to meet the increasingly high cost of home onership, causing them to remain in the rental market. At the same time, new families are entering the rental market. The private rental housing industry has been unable to respond to the City's growing need for affordable rental housing due to high land costs, escalating construction cost, and the 81 - 847 extremely high cost of construction and permanent financing. for all practical purposes, the non -luxury, rental housing development industry has ceased to function in the City. IS. AFFORDABLE RENTAL HOMING DE'VELormENT PROGRAM To encourage the production of privately developed rental housing affordable to families and individuals of low and moderate income, the City of Miami is p•^oposing to implement a new housing development assistance program. Through the Affordable Rental Housing Development program, the City of Miami plans to assist the private housing industry with the development and .financing of approximately 1,000 units of such housing. The program will be implemented in accordance with a development strategy geared to the production of garden apartments, townhouses, and midrise projects*on a "scattered site" basis throughout the City. The development strategy also seeks to realize a total program unit mix equivalent to the unit size needs mix of the City's Housing Assistance Plan (See exhibit g) . To implement the program, the City of Miami will select one or more private firms to serve a project sponsors through a competive selection process.. Project devdlopment sites will be acquired by the City of Miami appropriately zoned and delivered to selected developers in fee simple or through a long-term lease arrangement. Further, the City of Miami intends to provide below conven- tional rate construction and permanent financing for all rental housing projects developed under the program through the issuance of tax exempt mortgage revenue bonds. A minimum of twenty percent (20%) of the rental units proposed for development through the program must be within the affordability range of low income families and individuals. The remainder must be within the affordability range of families and individuals of moderate income. Project sponsors will be required to enter into written rent regulatory and management agreements with the City of Miami to assure that the project will be economically accessible *^ lnw and moderate income families on a long-term basis. All housing projects assisted through program will be required to meet South Florida Building Code Standards and other standrads as may be applicable to the construction and design of multi -family housing in Miami, Florida. Mortgage insurance considerations may necessitate that projects conform to FHA standards, as well. Program Status The indentification and evaluation of development sites is -' underway. Initial sites could be available for development by January, 1982. The City of Miami's authority to issue tax exempt bonds for development site acquisition and below conventional rate project financing should be determined by Februay, 1982. Selection of Sponsors and Projects Through this invitation, the City of Miami is requesting rental housing development proposals from the private housing industry, including profit motivated and non-profit sponsors. Development proposals will be evaluated by a Selection Committee using a preestablished set of criteria. Proposals viewed as best suited to. the accomplishment of program objectives will be recommended to the Miami City Commission for approval and implementation. The following criteria will be used by the Selection Committee in evaluating proposals: 1. Respondent's previous experience in the construction of multi -family housing. 2. Respondent's previous experience in the management and operation of multi -family housing. 3. Respondent's financial position. 4 • Estimated per unit development cost. 5. Proposed dwelling unit mix. � c 6. Proposed project and unit designs. Proposal Submission Guidelines Proposals submitted in response to this invitation should include the following information: 1. Identity of respondent, including: General partner or corporate officers, principal investors or shareholders. Ii PROPOSAL SUBMISSION INSTRtCTIONS 1. Proposals submitted in response to this Invitation should be submitted in a sealed enveloped bearing the name, address, and telephone number of the respondent. The envelopes should be clearly labeled "City of Miami Affordable Rental Housing Development Program". 2. An original and nine (9) copies of the proposal should be delivered to the Miami City Clerk, City Hall, 3500 Pan American Drive, Miami, Florida, 33136, no later than 2.00 p.m., , 1981. The original proposal should be accompanied by a cover letter bearing the signature of the respondent. It is the sole respon- sibility of the respondent to ensure that the proposals) arrive on time and at the correct location. 3. Questions concerning various aspects of the Program should be directed to Dena Spillman, Director, Department of Community Development (305) 579-6853. 4. Pre -submission conference will be held at 2:00 p.m., on , 1981, at the 2nd floor Conference Room, City Administration Building, 275 NW 2nd Avenue. The purpose of the conference is to further describe the program and respond to questions and issues which may be raised by this Invitation. '5.
