ADOPTED OCTOBER 26, 1977, TLIL' SLUTARY GRANT APPROPRIA-
TIONS ORDINANCE, BY APPROPRIATING INTO THE TRUST AND
AGENCY FUNDS AN AMOUNT OF $348,767 FOR Till, OPERATION OF

THE COINWISSION.
WIIIiREAS, the City Commission adopted Ordinance No. 8719 on October 26, 1977
establishing resources and appropriations for grant funds anticipated by the City
of Miami., Florida, and for corresponding City Cash Match requirements; and
WHEREAS, the State of Florida, Department of Health and Rehabilitative
Services has approved a grant award of $302,767 to the City of Miami for "Recrea-
tion Programs for the Mentally Retarded (6th )'car)"; and
MIFREAS, the above mentioned State of Florida, Department of health and
Rehabilitative Services requires that the City contribute an additional $18,290
in certified public expenditures toward the "Recreation Programs for the Mental-
ly Retarded", for the period beginning October 1, 1981. and ending September 30,
1982; and
W11FREAS, a total amount of $46,000 has been budgeted in the Fiscal Year
1981-82 General Fund, Special Programs and Accounts, Matching Funds for Federal
Grants as the City's contribution toward the aforementioned program and will be
available contingent upon adoption of the Fiscal Year 1981-82 Annual Appropriations
Ordinance; and
WHEREAS, this program will serve an unmet need for leisure services to mentally
retatded adults;
NOW, THEREFORE, BE IT ORDAINED BY THI: COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. Section 1 of Ordinance No. 8719, adopted October 26, 1977, as
amended, is hereby further amended in the following particulars:l/
"Section I. The following Trust and Agency Funds are hereby established and
resources are hereby appropriated as described herein:

Section 2. All ordinances or parts of ordinances in so far as they
are inconsistent or in conflict with the provisions of this ordinance are hereby
repealed.
Section 3. If -iny section, part of section, paragraph, clause, phrase
or word of this ordinance is declared invalid, the remaining provisions of this
ordinance shall not be affected.
Section 4. The requirement of reading this ordinance on two separate
days is hereby dispensed with by a vote of not less than four -fifths of the
members of the Cormnission.

IT IS RECOMMENDED THAT A TRUST AND AGENCY FUND
BE ESTABLISHED ENTITLED: "STATE GRANT FOR THE
MENTALLY RETARDED (6TH YEAR)" IN THE A,1OUNT OF
$348,767.00; AND APPROPRIATING THERETO A GRANT
AWARD OF $302,767.00 FROM THE STATE OF FLORIDA
WITH A CITY CASH MATCH OF $46,000.00 FOR THE

The State Grant for the Mentally Retarded is being funded for the sixth
(6th) year of an on -going program by the state of Florida Department of
Health and Rehabilitative Services to provide recreational opportuni-
ties to the City of li•fiami's disabled citizens. This program will enable
the Department of Leisure Services to continue to address many of the
unmet recreational needs of the disabled residing in Miami and further
integrate the handicapped citizen into the mainstream of the community.
The matching funds are available in the Special Programs and Accounts,
Matching Funds for Grants and forty-six thousand ($46,000.00) dollars
can be appropriated together with the three hundred two thousand, seven
hundred sixty-seven ($302,767.00) dollars to create a new Trust and
Agency Fund Untitled: "State Grant for the Mentally Retarded (6th year)."
This is the sixth year continuation of this on -going program, and the
Trust and Agency Fund is reviewed each year.
It is the recommendation of this Department that the attached Ordinance
be adopted.
