by adding'a new ARTICLE. X-2' to read as follows:

The,R-T District is Intended to maximize opportunities for
moderate cost.housing in areas, adjacent to Metrorail
Transit stations in order to` improve mobility°and job°
opportunities ;for residents, 'reduce automob,ile,.usage; and
conserve energy'. In accord.with this intent. the R�T,Distr3ct
