A RESOLUTION RATIFIYING, APPROVING AND CONFIRMING
THE ACTION OF THE CITY MANAGER IN EXECUTING THE
NECESSARY SUPPORT AGREEMENT SETTING FORTH THE
CONDITIONS UNDER WHICH THE CITY IS TO EXPEND
THE SUM OF $21,500 ALLOCATED FROM SPECIAL PRO-
GRAMS AND ACCOUNTS, QUALITY OF LIFE PROGRAM -
CITY WIDE EVENTS, AS A GRANT OF CASH ASSISTANCE
TO FLORIDA A AND M UNIVERSITY ALUMNI ASSOCIATION,
MIAMI CHAPTER, THE SPONSORING ORGANIZATION, IN
SUPPORT OF THE 49TH ANNUAL ORANGE BLOSSOM CLASSIC
PARADE HELD OCTOBER 24, 1981, SUBJECT TO THE
REQUIREMENTS OF CITY COMMISSION POLICY 100-4
(RESOLUTION NO. 81-189).
WHEREAS, the Miami Chapter of the Florida A and M University
Almuni Association has requested assistance in connection with the
49th Annual Orange Blossom Classic Parade; and
WHEREAS, the City Commission has shown support for said Parade
in past years by providing cash assistance and City services; and
WHEREAS, the City Commission has established a policy, by
Resolution No. 81-189, to deal with requests to provide assist-
ance to festivals, cultural and sporting events;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The action of the City Manager in executing the
necessary support agreement setting forth the conditions under which
the City is to expend the sum of $21,500 allocated from Special Pro-
grams and Accounts, Quality of Life Program - City Wide Events, as
a grant of cash assistance to Florida A and M University Alumni Asso-
ciation, Miami Chapter, the sponsoring organization, in support of
the 49th Annual Orange Blossom Classic Parade held October 24, 1981,
subject to the requirements of City Commission Policy 100-4 (Resolu-
tion No. 81-189), is hereby ratified, approved and confirmed.

It is recommended that the City Commission c .�
adopt a resolution providing a cash assis-
tance grant in the amount of $21,500 in sup- o
port of the "49th Annual Orange Blossom Clas-
sic Parade", to be conducted October 24, 1981 —
to "Florida A and M University Alumni Asso-
ciation, Miami Chapter", the sponsoring or- r
ganization. Said monies to be allocated from -'
the Fiscal Year 1981-82 Special Programs and cry
Accounts, Quality of Life Program -City Wide ••
Events Fund; and further ratifying the ac-
tion of the City Manager in executing the re-
quired support agreement setting forth the
conditions under which the City will provide
said cash assistance, as per attached reso-
lution.
On October 24, 1981, the ?1i;imi Chapter of the Florida A and M University
Alumni Association will conduct the 49th Annual Orange Blossom Classic
Parade. This event, dating back almost 50 years, has become a traditional
4\ celebration in Miami and receives wide -spread support from both the pri-
` w vate and business sectors of the community as a sign of community pride
�\J and unity.
Li recent years past, the Miami City Commission has supported the Orange
Blossom Classic Parade by providing cash assistance and by providing
nominal City Services such as police, fire and sanitation. For the 1981
Orange Blossom Classic Parade, it is recommended that the City Commission
provide a cash assistance grant in the amount of $21,500 to be allocated
from the FY 1981-82 Special Programs and Accounts, Quality of Life Program
City Wide Events Fund, subject to the requirements of City Commission
Policy 100-4, Resolution No. 81-189, and subject to any agreement required
by that Policy.
It is further recommended that the City Commission ratify the actions of
the City Manager in executing; the required support agreement with the Miami
Chapter of the Florida A and M University Alumni Association setting forth
the conditions under which the City will provide the above mentioned cash
assistance.

AN AGREEi•1ENT made this day of , 1981,
by and bet,,geen the City of Miami, a Municipal Corporation of the State
of Florida (hereinafter referred to as "CITY"), and
with main offices at
(hereinafter- referred
to as "GRANTEE").
WHEREAS, the City of Miami desires to enhance and to promote the
quality of cultural life in the City of 'Miami; and
WHEREAS, the City Commission via Ordinance No. voted
to provide funding for community -run festivals from the Fiscal Year
1981-82 Quality of Life Account -City glide Events and Community Festival;
and
WHEREAS, proposals for said community -run festivals rgere received
and processed for the allocation of funds; and _
WHEREAS, Resolution No. 81-421 requires the execution of an Agree-
ment embodying the terms of the grant and stipulating the conditions under
_ which the award is to be made;
e NOW, THEREFORE, in consideration of the mutual covenants and con-
ditions hereing contained, it is agreed by the parties hereto as follows:
THE GRANTEE AGREES:
1. To conduct the following festival on the following dates:

received from the CITY and to furnish to the CITY a complete
financial statement of this festival showing all receipts,
expenditures and disposition of profits (if any).
3. To provide the CITY a copy of the GRANTEE'S accounts, audited

4. To hold said festival before September 30, 1932.
5. To earmark percent of the total allocated City funds
for local talent fees.
6. That all police, fire, publicity, showi,iobiles, city and park
facilities, clean-up costs and insurance shall no longer be

allocated as in -kind services by the CITY, but must be
defrayed from the GRANTEE'S total allocation to their
budget.
That the GRANTEE shall comply with Equal opportunity
Employment laws as set fortli by federal,State and Local
governments.
That the CITI' reserves the right to monitor any and all
festival activities and that any breach of agreements
made with the CITY shall be reported by the Department
of Leisure Services, Cultural Division, to the City Manager
for appropriate action under the circumstances. CITI'
reserves the right to terminate this Agreement at any time
and for any cause upon notice of termination to the GRANTEE.
That the GRANTEE is solely liable and responsible for
damages which might arise out of the acts or omissions
of the GRANTEE, its officers, employees, agents or persons
under its direction and control and to the City of Miami,
its agents, servants, employees and officers who may be
named in a suit which arises out of the acts or omissions
of the GRANTEE, its officers, employees,. agents or persons
under its direction or control, the GRANTEE shall indemnify,
defend and forever hold the CITY, its agents, servants,
employees and officers harmless from and against any and
all damages, penalties, fines or judgments.
