A RESOLUTION AUTHORIZING THE CITY MANAGER TO AMEND THE MAY 2, 1981 AGREEMENT WITH THE GENERAL SECRETARIAT OF THE ORGANIZATION_ OF AMERICAN STATES TO EXTEND THE CO-SPONSORSHIP OF A CONCERT SERIES IN MIAMI KNOWN AS THE "CITY OF MIAMI/OAS INTERNATIONAL ARTISTS' SERIES" THROUGH SEPTEMBER., 1982; AUTHORIZING THE ACCEPT- ANCE OF GRANTS AND OTHER PUBLIC AND PRIVATE CON- TRIBUTIONS FOR SAID SERIES; FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE THE NECESSARY IMPLE- MENTING CONTRACTS AND AGREEMENTS NOT TO EXCEED A TOTAL OF $15,000. WHEREAS, the City Commission adopted Resolution No. 81-190 on March 17, 1981, authorizing the City Manager to enter into an agreement with the Organization of American States for the co- sponsorship of a concert series in Miami known as the "City of _ Miami/OAS International Artists' Series"; and WHEREAS, said agreement was negotiated and signed by the City Manager on May 2, 1981; and WHEREAS, said concert series was produced by the Department of. Leisure Services, Cultural Division, in accordance with the pro- visions of said agreement; and WHEREAS, the City of Miami is desirous of continuing the "City of Miami/OAS International Artists' Series" to enhance inter - American cultural exchange and heighten the quality of cultural life in the City of Miami; and WHEREAS, $15,000 was allocated in the FY'81-82 Budget for this purpose from Special Programs and Accounts -Matching Funds for Grants; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The City Manager is hereby authorized to amend the May 2, 1981 Agreement with the General Secretariat of the Organization of American States to extend the co-sponsorship of a concert series in Miami known as the "City of Miami/OAS International Artists' Series" through September, 1982, and the City Manager is also hereby authorized to accept grants and other public and private contributions for said series and to execute the necessary imple- menting contracts and agreement on behalf of the City not to exceed a total of $15,000. No. 81-190 F NCL^.SVF;c� It is recommended that the Citv Commission C17 adopt a resolution authorizing the City _-_= •• Manager to amend an agreement with the Gen- eral Secretariat of the Organization of American States to extend the co-sponsor- ship of a concert series in Miami known as — C-10 the "City of ,Miami/OAS International Artists' _ N Series", and further authorizing the City �— Manager to execute the necessary implementing; o contracts and agreements not to exceed a to- tal of $15,000, as per attached resolution.i b On March 17, 1981, the City Commission adopted Resolution No. 81-190 which authorized the City "tanager to enter into an agreement with the General Secretariat of the Tnter-American Music Council of the Organization of Amer- ican States, Mr. Efrain Paesky, for the co-sponsorship of a concert series in 'Miami known as the "City of Miami/OAS International Artists' Series". Said agreement was negotiated and signed by the City ;Manager May 2, 19S1. Tile Department of Leisure Services, Cultural Division, undertook the co-spon- sorship of the above mentioned series and produced seven concerts at the Koubek Memorial Center and other locations for musicians under contract to — ,1A the OAS. These concerts, which were free to the public, attracted an ever- - `\ growing audience of music lovers and it is estimated that over 2,000 persons - \' 1 attende;; dlirl.ng the season. It is recommended that the City Commission adopt a resolution authorizing the City Manager to amend Article III of the City of Miami's original agreement with Mr. Paesky and the Organization of American States which would allow for the extension of the "City of. ,Miami/OAS International Artists' Series through September, 1982. Said resolution would further authorize the City ?Manager to implement the nec- essary contracts and agreements not to e�:ceed a total of $15,000 a sum which has been earmarked in the FY 181-82 Midget for this; purpose from Special. Howard'/Direc"tor Department of Leisure Services .: October 26, 1981 r.l-r :3 Funding Fact Sheet City of Miami/OAS Series E Nh-LO ;': AF5 As appropriated in the Fiscal Year 1981-82 Budget, a cash match allocation of $15,000 has been earmarked for the City of Miami/OAS International Artists' Series, Second Season. Said $15,000 is to defray the costs of talent fees, printing and promotional activities for the sche- duled 12 concerts in the season. The Organization of American States will match the City in the amount of $15,000 which will provide transportation, lodging and sustenance for the performers. The $15,000 match from the OAS will be received directly by the artists and not be handled by the City in any way. Since the amount allocated for this program was con- tained in the approved budget, and is present in the Matching Funds for Grants Account, it may not become necessary to obtain the City Commission's approval since this amount has been appropriated. However, should you deem it necessary, enclosed, please find a draft resolution authorizing the allocation of funds for the City of Miami/OAS International Artists' Series. Please Advise. Ai 1E".TENT An Amendir,ent to an A.greernent entered into the 21st day of ?ay, 1901, by and between the City of Miami (hereinafter referred to as "City"), a municipal corporation of the State of Florida, and the General Secretariat of the Organization of American States (hereinafter referred to as "General Secretariat"), as provided for in Article III, Section C of said Agreement. AMEND: "ARTICLE III All parties agree: a. This Agreement shall be effective for the period of i;arch 1, 1981 throuoh February 28, 1932, unless terminated at the request of one of the parties as provided below. b. The maximum amount of funding for the guest artist series shall not exceed fifteen thousand dollars ($15,000.00) and either party may inu7ediately terminate this Agreement when the costs to the City exceed this amount." TO READ: "ARTICLE III All parties agree: a. This Agreement shall be effective for the period of i+arch 1, 1981 through September 30, 1932, unless terminated at the request of one of the parties as provided below. b. The maximum amount of funding for the guest artist series shall not exceed thirty thousand dollars ($30,000.00) and either party may immediately terminate this Agreement when the costs to the City exceed this amount." It is further agreed that all remaining Articles and Sections of said Agreement are unaltered and remain in effect.
