RESOLUTION NO. 8 9 5 6
A RESOLUTION APPROVING POTENTIAL DEVEL-
OPMENT SITES FOR IMPLEMENTATION OF THE
AFFORDABLE RENTAL HOUSING DEVELOPMENT
PROGRAM AND AUTHORIZING THE CITY MANAGER
TO SECURE APPRAISALS AND ALLOCATING FUNDS
FOR THE SAME.
WHEREAS, the City Commission has determined the existence of a
critical shortage of rental housing in the City affordable to families and
individuals of low and moderate income; and
WHEREAS, the City Commission has determined that the availability
of such housing is critical to the long-term economic stability of the
City; and
WHEREAS, the City Commission, through Resolution No. 81-848, approved
the implementation of a rental housing development incentive program referred
to as the City of Miami Affordable Rental Housing Development Program
(hereinafter referred to as the "Program"); and
WHEREAS, the Program implementation strategy calls for the identification
and acquisition by the City of development sites suitable for the construction
of low and moderate housing; and
WHEREAS, a number of potential development sites have been identified
and the fair market value of these sites must be determined prior to final
site selection and acquisition:
NOW, THEREFORE BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The potential development sites for implementation of the
Affordable Rental Housing Development program listed on the attached schedule
are hereby approved, subject to specific site approval by the City Commission.
Section 2. The City Manager is hereby authorized to secure appraisals
for each of the sites referred to in Section 1 above.
Section 3. An amount not to exceed $75,000 in Miami Housing Bond
proceeds is hereby authorized for the purpose of funding the appraisals
referred to in Section 2 above.

It is recommended that the City Commission
�- approve a resolution allowing for the conduct
co of appraisals to determine fair market value
for certain parcels of real p property deter-
mined suitable for the development of rental
-- o housing projects through the Affordable Rental
Housing Development Program.

On October 7, 1981, through Resolution 81-848 the City Commission approved
the Implementation Guidelines for the Affordable Rental Housing Development
Program.
Implementation of the Program requires acquisition by the City of rental
project development sites, sufficient to accommodate the development of
approximately 1,000 dwelling units. These sites will be subsequently
conveyed to private sector project sponsors selected through a competitive
process.
A number of sites have been identified as having potential for low and moderate
income multi -family rental housing development. These sites are identified
on the attached schedule. Appropriately zoned, these sites in total are
capable of supporting a minimum of 2,250 units of rental housing.
The final selection of sites sufficient to support.1,000 units of rental
housing, the program goal, will be made after appraisals and detailed site
development analyses are completed.
The City Commission will be presented with the final site acquisition analysis
and acquisition recommendations.
It is estimated that approximately $75,000 will be required to fund the cost
of site appraisals. It is proposed that Housing Bond proceeds be advanced to
fund appraisal costs.
Approval of this item is recommended.
