A RESOLUTION RATIFYING, APPROVING AND CONFIRMING THE ALLOCATION OF A CASH ASSISTANCE GRANT IN THE _ AMOUNT OF $9,250 FROM SPECIAL PROGRAMS AND ACCOUNTS, 3--:_ QUALITY OF LIFE PROGRAM - COMMUNITY FESTIVALS, TO THE HISPANIC HERITAGE FESTIVAL, INC., THE SPONSOR- ING ORGANIZATION OF THE "HISPANIC HERITAGE FESTIVAL" WHICH WAS CONDUCTED OCTOBER 9 THROUGH 17, 1981; AND FURTHER AUTHORIZING THE CITY MANAGER TO SET THE CONDITIONS UNDER WHICH THE CITY WILL PROVIDE SAID CASH ASSISTANCE GRANT. ■ WHEREAS, the Hispanic Heritage Festival, Inc. has requested assistance in connection with the Hispanic Heritage Festival; and WHEREAS, the City Commission has shown support for said Festi- val in past years by providing cash assistance and City services; and WHEREAS, the City Commission has established a policy, via Resolution No. 81-189, to deal with requests to provide assistance to festivals, cultural and sporting events; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The allocation of $9,250 from Special Programs and Accounts, Quality of Life Program - Community Festivals, as a grant of cash assistance to the Hispanic Heritage Festival, Inc., the sponsoring organization of the Hispanic Heritage Festival which was conducted October 9 through 17, 1981, subject to the requirements of City Commission Policy 100-4, Resolution No. 81-189, is hereby ratified, approved and confirmed. Section 2. The City Manager is hereby authorized to set the conditions under which the City will provide the above cash assist- ance grant. PASSED AND ADOPTED this_ 12 day of November MAURICE A. HowardDirectorC Department of Leisure Services P,,tE October 28, 1981 FILE ""'Resolution Authorizing Cash Assistance Grant to Hispanic Heritage Festival F_"1 C10 �i; F2 F.S Commission Agenda of 11/12/81 It is recommended that the City Commission adopt a resolution providing a cash assis- tance grant in the amount of $9,250 in sup- port of the "Hispanic Heritage Festival" which was conducted October 9 through Oc- tober 17, 1981, to Hispanic Heritage Fes- ca tival, Inc., the sponsoring organization. Said monies to be allocated from the Fiscal o Year 1981-82 Special Programs and Accounts, Quality of Life - Community Festivals fund; and further authorizing the City Manager ccs to execute the required support agreement setting forth the conditions under which =- the City will provide said cash assistance, N as per attached resolution. .. = Hispanic Heritage Festival is an annual celebration that began in 1973 as a result of the passing of County Commission Resolution No. R439-73. This Resolution proclaimed the week of October 12th as Hispanic Heritage Week and a committee was formed to prepare each year's celebration with cultural activities which will be a means to bring together the people of Dade County and the people of Spanish culture. The nine year old celebration has pro- gressively grown into a major tourist attraction for this area at the same time as it honors the contributions of Hispanics to South Florida thoughout its history. It is the belief of the Hispanic Heritage Festival, Inc., the sponsoring or- `'�► ganization, that this celebration offers an ideal tool to expose what is unique to Miami, i.e., the concentration of more than half a million His- panics, with the richness of their culture, art and traditions. In recent years past, the Miami City Commission has supported the Hispanic Heritage Festival by providing cash assistance and by providing nominal City Services such as police, fire and sanitation. For the 1981 Hispanic Heritage Festival, it is recommended that the City Commission provide a cash assistance grant in the amount of $9,250 to be allocated from the FY 1981-2 Special Pro- grams and Account, Quality of Life Program - Community Festivals Fund, subject to the requirements of City Commission Policy 100-4, Resolution 81-189, and subject to any agreement required by that Policy. It is further recommended that the City Commission authorized the City Manager 81 - 941 0 81 0941 to execute the necessary support agreement with Hispanic Heritage Festival, Inc., the sponsoring organization, setting forth the conditions under which the City will provide the above mentioned cash assistance.
