Gary City Manager `- #1 Dena Spillman, Director Department of Community Development October 28, 1981 Allocating $80,000 to Overtown Housing Revitalization Project for 224 NIJ 12th Street City Commission Agenda Item November 12, 1981 It is recommended that the City Commission allocate $80,000 in Community Development funds to the Overtown Housing Revitalization Project to provide assistance to rehabilitate 224 NW 12th Street. At the September 10, 1981 City Commission meeting, a representative of the housing cooperative located at 224 NW 12 St. in Overtown appeared to request assistance in the rehabilitation of the building. Staff was instructed to review the project and come beck to the City Commission with a recommendation. As you will. recall, the tenants of this building were evicted by the owner, the eviction order was stayed and the tenants formed a cooperative to purchase the building. The building is in need of repair in the amount of $110,000. It qualifies' for assistance under the existing Overtown Housing Revitalization Program, tahich currently has a fund balance of $303000. In order to provide the nec`ssary funding for the project, it is recommended that $80,000 be transferred from the CD 7th Year contingency fund to the Overtown Housing Revitalization Fund for this purpose. The proposal is in accord with the Overt.oc.n flan and would be a reasonable means of providing home ownership in Overtotan. Givc—n the lack of commitment to provide needed housing resources at the Federal level, staf_i highly recommends this approach. DS:wh 81 - 940
