LEGISLATIVE ISSUES
1. Crime Control Issues
a) Make shooting of a police officer a minimum mandatory
life sentence.
b) Require a state-wide 72 hour waiting period when purchasing
a hand gun.
c) Provide Florida Highway Patrol officers to enforce traffic
laws on city streets and highways.
2. Request State funding of the bifurcated road system for DuPont Plaza.
3. Remove the pension from the 10 mill cap.
4. Reimburse the City for lost revenue resulting from State mandates. And provide
sufficient revenues to cover City costs or losses to comply with any new State
mandates, i.e. Homestead Exemption, Senior Homestead Exemption and Lost Inventory
Tax revenues.
5. Create single -member State Legislative Districts (Commission Resolution 81-599).
6. Provide a surtax on documents to provide housing and rental assistance.
7. Provide legislation that would allow municipal regulation of taxi cabs on a state-
wide basis.
8. Amend the law to provide boat license revenues to be distributed to the City in
proportion to those fees collected within the City.
9. Remove the 4% State Sales Tax on City public works projects.
10. 1% Sales Tax distributed to cities and counties
11. Provide to the City use of the existing State Secondary Road Gas Tax for City
streets.
12. That cities be included in any distribution formula for a proposed State Sales Tax
on gasoline.
13. Provide revenue growth to the cities from the State Municipal Revenue Sharing Fund.
14. Continued legislative support of the City's self-insurance program without State
taxes or fees.
15. Make State Suncom telephone service available to cities.
16. Increase the State's civil disturbance funds, making Miami capital eligible for
loan funding and to provide additional monies for community business organizations.
17. State sharing of additional condemnation costs on Blue Lagoon project.
18. Amend the Competitive Consultants Renegotiation Act to include consultant fees.
