AN ORDINANCE AMENDING ORDINANCE N0. 6871, AS
AMENDED, THE COMPREHENSIVE ZONING ORDINANCE
FOR THE CITY OF MIAMI, BY CHANGING THE ZONING
CLASSIFICATION OF APPROXIMATELY 3575 SOUTH LE
JEUNE ROAD, BEING TENTATIVE PLAT #937 - "MIAMI
DADE WATER AND SEWER AUTHORITY SUB", FROM R-1
(ONE FAMILY DWELLING) TO GU (GOVERNMENTAL USE),
AND BY MAKING ALL THE NECESSARY CHANGES IN
THE ZONING DISTRICT MAP MADE A PART OF SAID
ORDINANCE 140. 6871, BY REFERENCE AND DESCRIPTION
IN ARTICLE III, SECTION 2, THEREOF, BY REPEALING
ALL ORDINANCES, CODE SECTIONS, OR PARTS THEREOF
IN CONFLICT AND CONTAINING A SEVERABILITY CLAUSE.
WHEREAS, the Miami Planning Advisory Board at its
meeting of September 16, 1981, Item 1#2(a), following an advertised
hearing, adopted Resolution No. PAB 57-81 by a 7 to 0 vote
RECOMMENDING APPROVAL of a change of zoning classification as
hereinafter set forth; and
WHEREAS, the Citv Commission after careful consideration
of this matter deems it advisable and in the best interest of
the general welfare of the City of Miami and its inhabitants to
grant this change of zoning classification as hereinafter set
forth;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF
THE CITY OF MIAMI, FLORIDA:
Section 1. Ordinance no. 6871, as amended, the Comprehensive
Zoning Ordinance for the City of Miami, be and the same is hereby
amended by changing the zoning classification of approximately
3575 South Le Jeune Road, being Tentative Plat #937 - "MIAMI-DADE
WATER AND SEWER AUTHORITY SUB", from R-1 (One Family Dwelling) to
GU (Governmental Use), and by making the necessary changes in the
zoning district map made a part of said Ordinance No. 6871, by
reference and description in Article III, Section 2, thereof.
Section 2. That all Ordinances, Code Sections or
parts thereof in conflict herewith be and the same are hereby
repealed insofar as they are in conflict.
Section 3. Should anv part or provision of this Ordinance
be declared by a court of competent jurisdiction to be invalid,
the same shall not affect the validity of the Ordinance as a whole.

Consider at i on of an amendment to Comprehensive
Zoning Ordinance 6871 by changing the zoning
classification of the above site from R-1 ONE
FAMILY DWELLING to GU GOVERNVENTAL USE. This
request is in conjunction with a petition to
expand existing surface parking
and
b. Consideration of granting permission to .expand
and operate the expansion of surface parking
in conjunction with the Miami -Dade Water and
Sewer Authority Administration offices located
on above site, per ARTICLE XXI-2 GOVERNMENTAL
USE DISTRICT, Section 3, zoned R-1 One Family
Dwelling proposed to be rezoned to GU -Govern-
mental Use District. This petition is in
conjunction with a change of zoning request
to GU -Governmental Use.
REQUEST To rezone the Miami -Dade Water and Sewer
Authority Administrative offices on LeJeune
Road to GU and permit them to expand their
existing parking lot.
_*,1ALYSIS The site of the Miami -Dade Water and Sewer
Authority administrative offices is approxi-
mately 8.2 acres in size and is bounded by
LeJeune Road to the west and Loquat Avenue
on the south. The city limits are on the
west and north sides of the site. Carver
Junior High School is at the northeast corner
of the site. Zoning to the east and south is
R-1; land use is single family.

RECOMENDATION

The Governmental Use zoning classification
was established for governmental activities
peculiarly related to the public welfare.
The existing facility is related in scale
to the surrounding residential area and
to Carver Junior High School. The parti-
cular use being applied for is to expand
the existing parkin; lot; recognizing the
increase in the work force at the site from
278 people in 1979 to 450 in May, 1981.
It is suggested that landscaping and the
parking lot improvements be subject to site
and development plan approval by the Planning
Department.
a) Approval of the change of zoning to GU
b) Approval of the expansion of the existing
parkin; .lot recognizing the following
factors:
1. The parking, area is compatible with
the surrounding neighborhood.
2. Parking on the site is consistent with
planning for the area.
3. Access to the parking area is directly
accessible from Loquat Avenue and
LeJeune Road.
4. Parking lot development will not adversely
affect surrounding property.
5. The scale of the parking lot will not be a
visual intrusion into the neighborhood.
G. The design of the parking lot, including
landscapi.n. should be subject to site and
development plan review by the Planning
Department.
7. Use of the expanded parking area is essen-
tial to proper use of the site - being a
major County facility.
