Funding New World Festival
On July 9, 1981 the City Commission adopted Motion 81-642, approving the
request of the New World Contemporary Festival for funding in the amount,
not to exceed,.$175,000. That motion was formalized by Resolution 81-683
on July 23, 1981. To date the City has contributed $50,000 pursuant to
Resolution 81-683.
As requested by Vice Mayor Caroilo, a Committee of the Whole item, Discussion
of City of Miami funding for the New World Festival, is scheduled for the
City Commission Meeting of December 10, 1981 Mr. Robert Herman, Executive
Director of the New World Festival, has been informed.

It is recommended that the City Commission
adopt a resolution authorizing the Citv
Manager to disburse the amount of $130.250
from the Special Programs and Accounts,
Quality of Life Fund -City Wide Events and
Community Festivals, to local community
arts organizations, named herein, as per
recommendations by the City of Miami Fes-
tival Advisory Committee and City of Miami
Staff members; and further authorizing the
the City Manager to implement the necessary
contracts and agreements for said disbursal
of funds, as per attached resolution.
On March 17, 1981, the City Commission adopted Resolution No. 81-189
which established the City of Miami Festival Advisory Committee. This
committee was established to make recommendations to the City Manager
concerning the City of Miami's participation in community -run festivals.
On May 15, 1981, the City Commission adopted Resolution No. 81-421 which
established funding guidelines for the Festival Advisory Committee.

It is recommended that the City Manager be authorized to disburse the amount
of $130,250 from the Special Programs and Accounts, Quality of Life Fund -
City Wide Events and Community Festivals, to local community arts organiza-
tions, names and amounts listed below, as per the recommendations made by
the Festival Advisory Committee and the City of Miami Staff members. Those
subject organizations and amounts for each organization being:

Black Ar6hiyea Vduftdatioa This organization receives $21,000 from the City
of Miami bepartment of Community Development as
well donations which comprise the agency's annual
budget.
Calle Ocho A worthy project, coupled this year with Carnaval
Miami (although separate funding is requested). -
Received, in the past, in -kind services, not in-
cluding the police.
Carnaval Miami-1982 First time festival. The idea is excellent. Its
character is obviously international and should be
considered for 33% for local talent. Funding from
sales and private sources seems sufficient to go
all the way.
Chopin Foundation Monies to the Chopin Foundation are actually un-
necessary this year. Next year the Foundation will
be needing monies for their programs.
Cinema Brazil Income from ticket sales will be more that sufficient
to cover the costs of the film festival. City
monies are unnecessary.
Coconut Grove Art Festival A well established festival with an excellent tourist
draw. The income generated by this festival seems
sufficient to sustain the festival itself. The City's
portion is minimal.
Cuban Heritage Foundation Newcomer, all events will be free, and all talent
is local. Also recommend technical assistance in
grants writing to State and Federal sources.
Florida Renaissance Guild A very worthy project, unique in its style. The
City has funded this project in the past.
Goombay Festival A good festival, funded in the past by the City.
It should derive more income from rental of booths,
decrease the Police and Sanitation costs and seek
expanded corporate support.
Grove Dance Theatre Good project, but hard to put on due to lack of
coordination between groups in the past. It has
merit as a good pilot program.
Haitian Carnival
This group is one year old. The purpose is worth-
while, however, the expertise and administration
of last year's Carnival is questionable. The
budget submitted was unclear and lacking informa-
tion. "Seed Money" is recommended.
Hispanic Heritage Festiva: Their request to the City is for events scheduled
to occur within City limits. Worthy project,
should be aided in their transition period.

of Miami. tt has merit as a community effort.
Committae needs stronger leadetships but they
have the experience and expertise to do a good
job.
Kwantaa_Festival Truly representative of Miami's Black community
cultural needs. Trying to become totally auton-
omous form City's administration of the festival.
Should do well in 1982) but needs help during the "

transition period.
One Art, Inc.
This organization was founded with the assistance
of the City of Miami and the National Endowment
for the Arts. They have received grants from the
City Arts program two years in a row. Has excel-
lent community support.
Orange Blossom Classic
One of the oldest traditional parades to be held
Parade
in Miami. Producers have traditional put on an
excellent variety of shows, floats and acts.
Overtown Coming Alive
A City run project until June, 1981 by Community
Development. They are now seeking corporate sup-
port funding and City match.
P.A.C.E.
This organization has petitioned the City Commission
for $25,000 to be earmarked in the FY '81-82 Qual-
ity of Life Account already. Funding through the
Festival Advisory Committee would be redundant and
is therefore unnecessary.
Reencuentro Cubano, Inc. This is a well established project which is greatly
admired by the community. Highly touted by the
National Endowments for the Art and Humanities.
Have provided high quality, free cultural enter-
tainment in the past.
St. Patrick's Day Parade A worthy project that wants to grow. Projected
cash match of $70,250 should allow the festival
to subsist.
Three Kings Parade A part of the traditional Orange Bowl Celebration.
A great parade, has an estimated $100,000 worth of
in -kind services from the community. They are re-
questing minimal expenses for City services only.
MEETING _0F AUGUST_.,19,. 1981
Wednesday, August 19, 1981, the first meeting of the City of
Miami Festival Advisory Committee convened in the Commission
Chambers at City Hall at 10:0o A.M. Members present were
Jose Mendez, John Baratte, Jose Vreixas and James Gueits.
Absent was Ms. Patricia Johnson. Also present were City of
Miami staff members Assistant City Manager Cesar Odio, Cultural
Division Coordinator Dr. Antonio Hernandez-Lizaso and Cultural
Officer Michael Beck.
Mr. Mendez motioned that the Committee elect a Chairperson.
However, Mr. Baratte noted that a quorum of five was not present
and the motion was tabled.
The Committee began hearing brief oral presentations from those
petitioners present and queried them on points of their proposals
which were unclear to the Committee.

MEETING -OF _AUGUST 20, 1981
The second meeting of the festival Advisory Committee convened at
10:00 A.M. in the Commission Chambers at City Hall. Members present
were Ms. Patricia Johnson, Mr. Jaime Gueits, Mr. Jose Mendez,
Mr. John Baratte and Mr. Jose freixas. Also present were City of
Miami staff members Assistant City Manager Cesar Odio, Cultural
Division Coordinator Dr. Antonio Hernandez-Lizaso and Cultural
Officer Michael Beck.
Mr. Gueits moved that the Committee elect a Chairperson. As a quorum
was present the floor was opened for nominations. Mr. Gueits
nominated Mr. Mendez; there were no other nominations. Mr. Mendez
assumed the chair.
The Committee heard presentations from the Cuban Heritage Foundation,
the St. Patrick's Day Parade, Cinema Brazil, One Art Inc., Overtown
Coming Alive and the Coconut Grove Arts Festival.
The Committee than began the process of rating the proposals into
the following three categories: Category 1 - proposals which are
complete and will receive priority fundings;
Category 2 - proposals which are incomplete or need clarification,
second priority funding and;
Category 3 - incomplete proposals, or low funding priority.
After discussion and voting, the proposals were categorized as
follows:

The Committee then began discussion as to the amount of funding for
each festival. Beginning with those organizations in Category It
Mr► Mendez called for motions on each proposal.
Mr. Baratte moved that the Coconut Grove Arts Festival receive the
amount of $11,700 and that they be considered for a reduction of
talent fees to 33%. Ms. Johnson seconded the motion. The Committee
unanimously approved.
Mr. Baratte moved that the Florida Renaissance Guild receive the
sum of $7,500. Mr. Freixas �.;econded the motion. The Committee
unanimously approved.
Mr. Gaeits moved that the Hispanic Heritage Festival receive the
amount of $9,250. Ms. Johnson seconded the motion. The voting was
4 yea, 1 abstention.

Mr. Baratte moved that the meeting be adjourned and that the Committee
reconvene Tuesday, August 25, at 8:30 A.M. to finish their business.
Mr. Gueits seconded the motion. The vote was unanimous in favor.
Mr. Mendez adjourned the meeting at 4:00 P.M.

MEETING. OF AUGUST 25o 1981
Chairperson Jose Mendez called the final meeting of the Festival
Advisory Committee to order at 8!30 A.M. in the office of Albert H.
Howard Director of the Department of Leisure Services, 2600 South
Bayshore Drive. Members present were Patricia Johnson, John
Baratte, Jose Freixas and Jaime Gueits. Staff representatives
were Assistant City Manager Cesar Odio, Cultural Division Coordinator
Antonio Hernandez-Lizaso and Cultural Officer Michael Beck.
Mr. Mendez began the meeting by relating his conversation with
members of the International Folk Festival Committee saying that
they had originally requested that two members of the IFF Committee
be appointed to the Festival Advisory Committee.
Mr. Baratte pointed out that this information had been included in
the Folk Festival's proposal to the Festival Advisory Committee.
Mr. Baratte suggested that the Committee continue with the same
format they had begun at the last meeting, Thursday, August 20, 1981.
The Committee agreed. Mr. Freixas inquired if the Committee would
be following the final staff recommendations.
Mr. Baratte stated that the Committee could go back after all recom-
mendations had been made and revise as necessary. Mr. Baratte
moved that the Grove Dance Theatre receive the amount of $10,000.
Ms. Johnson seconded the motion. The Committee unanimously approved.
Mr. Baratte moved that $25,000 be allocated for P.A.C.E. and that
if the City Commission finally approved $25,000 as earmarked in the
Quality of Life fund, then the $25,000 from the Festival Advisory
Committee is rescinded. Mr. Baratte also moved that if the City
Commission is going to continue making exceptions by not sending
festivals to this Committee, it is breaking the law. Mr. Baratte
moved that the City Staff send from the Committee a special note
to the City Manager recognizing the legality and authority of this
Committee. Mr. Baratte also moved that the Committee recommend
to the City Manager that the $25,000 earmarked in the Quality of
Life Fund for P.A.C.E. be transferred to the Festival Advisory
Committee and that the Committee would reconvene to distribute
said $25,000. Ms. Johnson seconded the motions. The Committee
approved unanimously.
Ms. Alicia Baro, representing the International Folk Festival arrived
and asked to make a statement to the Committee. Ms. Baro was asked
to hold her statement until later in the meeting.
Mt, Baratta and the Committee queried bt. Li26so as to the differences
between the Cuban heritage Foundation and Reencuentto Cubano, Inc.
bt, hizaso briefly stated that Reencuentro Cubano appealed more to
the intellectual and elite, while Cuban heritage foundation appealed
more to the masses, Mr, Batatte moved that the Cuban heritage
Foundation receive the amount of $2,500, Ms. Johnson seconded.
Votes were 2 yea, 2 nay, and 1 abstention. The Committee as a whole
discussed the merits of the Cuban heritage Foundation, Mr, fteixas
moved that the foundation receive the amount of $4,000. Seconded by
Mr. Mendez. Votes were 2 yea, 2 nay and 1 abstention, Mr, Batatte
then moved that the foundation receive the amount of $5,300 as "seed
money". Mr. Freixas seconded the motion, Votes were 4 yea,
1 abstention,
At this time Mr. Gui L. P. Govaert, Festival Director of the 1980
International Folk Festival, joined the meeting to answer the Com-
mittee's questions about the IFF. Mr. Baratte asked if there was
a rivalry between the International Folk Festival Committee and the
Festival Advisory Committee. Mr. Govaert replied that when the
Festival Advisory Committee was first formed, the International Folk
Festival Committee saw it as a threat to the freedom of activity
and authority of the Folk Festival committee. However, the Folk
Festival Committee was still active and ready to work with the
Festival Advisory Committee and the City to organize and produce
the 1981 International Folk Festival.
Mr. Baratte then asked as to the dates of the Folk Festival.
Mr. Govaert replied that due to delays in reactions from the City
(changes of City Managers, the formation of the Festival Advisory
Committee, etc.) the International Folk Festival would be postponed
until late Fall.
Ms. Baro and Mr. Govaert then left the meeting and the Committee
continued its discussion.
Mr. Baratte moved that the Goombay Festival receive the amount of
$12,000 and recommended that the Goombay Festival attempt to get
more support from the business community in that area. Ms. Johnson
seconded the motion. The Committee unanimously approved.
Mr. Freixas moved that One Art Inc. receive the amount of $2,500.
Mr. Gueits seconded the motion. Votes were 4 yea, 1 nay.
Mr. Mendez then brought up the subject of the Orange Blossom Classic
Parade and stated that he did not support the Classic. Mr. Baratte
noted that Mr. Mendez was out of order as the Committee was still
discussing Category 2 festivals and the Orange Blossom Classic was
a Category 3 event.

Mr. Baratte then recommended to the Committee that other funding
activities of the Committee be contingent upon the City Commission's
actions with regards to the $25,000 earmarked for P.A.C.B.
Mr. Baratte moved that depending on the answer to the Festival
Advisory Committees recommendation on the Big Orange Festival
(P.A.C.B.), that:
1. The amount of $14,250 be given to the International Folk Festival.
2. The amount of $10,000 be given to the St. Patrick's Day Parade.
3. The remaining monies be given to the Cuban Heritage Foundation.
The motion was seconded by Ms. Johnson. The Committee unanimously
approved.
Mr. Baratte moved that the Committee recommend to the City Manager
that the $25,000 earmarked in the Quality of Life Fund be given
to P.A.C.E. with the Committee's approval and that no other monies
be allocated to P.A.C.E. from the Festival Advisory Committee's funds.
The motion was seconded by Mr. Freixas. The Committee unanimously
approved.
Dr. Lizaso asked the Committee how it was going to deal with the
Orange Blossom Classic Parade.
Mr. Mendez suggested that the Parade should be under the umbrella
of Dade County, that most of the funds for the Parade went to out-
of-town talent and that the Parade has been going downhill for the
past five years. Mr. Baratte stated that the Parade proposal did
not meet the guidelines set down in the Resolution. Ms. Johnson
said that perhaps the organizers of the Parade had been unaware the
"Parade" came under the jurisdiction of the Festival Advisory
Committee. Mr. Baratte moved that the Orange Blossom Classic
Parade not be funded with the comment to the City Manager saying
the Festival Advisory Committee must abide by the Resolution and
that if the City Manager wishes to fund the Parade, it will be
without the Committee's approval. The Orange Blossom Classic
Parade did not meet the guidelines set down in Resolution 81-421.
Seconded by Mr. Mendez. The vote was unanimously in approval.
Mr. Freixas then moved that the City Manager consider the Orange
Blossom Classic Parade on its own merit. Assistant City Manager
Odio stated that he would recommend the Parade to the City Manager
for funding. The motion was seconded by Mr. Gueits. The Committee
unanimously approved.

Mr. Baratte moved that a representative of the Festival Advisory
Committee address the City Commission to discuss the problems of
funding festivals directly through the City Commission and not through
the Festival Advisory Committee. Seconded by Ms. Johnson. The
Committee unanimously approved.
Mr. Baratte moved that the Festival Advisory Committee members
receive documentation of the Committee meetings and that the City
Manager's Office provide the Committee members with documentation
of the City Manager's recommendations. Seconded by Ms. Johnson.
The Committee approved unanimously.
Mr. Gueits moved that the meeting be adjourned. Mr. Baratte seconded.
The Committee unanimously approved. The meeting adjourned at 11:30 A.M.

WHEREAS, the City Commission adopted Resolution No. 81-189 on
March 17, 1981, establishing the City of Miami Festival Advisory
Committee; and
WHEREAS, the City of Miami Festival Advisory Committee was estab-
lished to make recommendations to the City Manager concerning City
participation in festivals; and
WHEREAS, Resolution No. 81-421, adopted 'May 15, 1981, established
funding guidelines for the City of Miami Festival Advisory Committee;
and,
WHEREAS, the City of Miami Festival Advisory Committee has met in
accordance with Resolution No. 81-421 and has made its recommendations
to the City Manager; and
WHEREAS, City of Miami Staff 1.1embers, in accordance with Resolution
No. 81-421, have submitted recommendations to the City Manager:
NO10, THEREFORE, BE IT RESOLVED BY TFE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The City Manager is hereby authorized to disburse S130,250
from the Special Programs and Accounts, Quality of Life Fund -City Wide
Events and Community Festivals to local community arts organizations,
names and amounts listed below, as per recommendations by the City of
Miami Festival Advisory Committee and City of Mtiami Staff Members:
