HomeMy WebLinkAboutR-81-1026A RESOLUTION ACCEPTING THE BID PROPOSALS OF LARRY WILLIAMS FOR MANOR PARK; IDA TRETO FOR WEST END PARK; SADRETT SOUTH, INC., FOR 80TH LEGION AND BRICKELL PARKS; AND LEONORA K. RONNER FOR AMCO MINI PARK, FOR FOOD AND BEVERAGE CONCESSIONS AND FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE STANDARD CONCES- SION AGREEMENTS WITH EACH SUCH. CONCRSSIONAIRR. WHEREAS, pursuant to public notice, sealed bid proposals were received November 9, 1981, for concession rights for food and beverage operations at various City parks; and WHEREAS, invitations were mailed to potential suppliers and six (6) bids were received; and WHEREAS, the bids of Larry Williams for Manor Park, Ida Treto for West End Park, Sabrett South, Inc., for Legion and Brickell Parks, and Leonora K. Ronner for Amco Mini Park are recommended for acceptance as the most advanta- geous bids to the City; FLORIDA: NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI$ Section 1. The November 9, 1981, bids Larry Williams for Manor Park, Ida Treto for West End Park, Sabrett South, Inc., for both Legion and Brickell Parks, and Leonora K. Ronner for Amco Mini Park for concession rights for food and beverage operation are hereby accepted. Section 2. Cs a Pursuant to public notice, sealed bid proposals were received November 9, 1981, for concession rights for food and beverage operations at various City parks. Of the approximate 80 solicitation packages issued, 6 bids and 2 no bids were received. Subsequently an evaluation committee was formed and after interviewing each bidder and thoroughly evaluating each bid, the following are recom- mended for acceptance by the City: Monthly Minimum Bidder Park % Bid Guarantee Bid Larry Williams Manor 10% $ 75.00 1 Ida Treto West End 10% $ 50.00 Sabrett South, Inc. It is, therefore, the recommendation of the Department of Leisure Services, that the above mention bid proposals be accepted by the City and further, that the City Manager be authorized to execute standard concession agree- ments with each, respectively, as per the attached resolution. AHH/KDH/ar Encl. 81-1026 EVALUATION COMMITTEE William H► Harrison, Lease Manager Sara Powell, Administrative Assistant, Lease Management i D onal Stewart, Insurance and Property Management, Risk Management David Borisenko, Landscape Architect I, Park Department Kirk Hearin, Administrative Assistant, Leisure Services Department Interviews were conducted Friday, November 13, 1981 BID EVALUATION Manor Park: Bids: Larry Williams - 1010 - $ 75.00 Mr. Williams - the sole bidder for this park, has limited experience in such operation, however, Mr. William displayed an extreme interest in providing this service and has the advantage of residing directly across the street from the park. AVG. EVALUATION SCORE: 10.8 West End Park: Bids: Ida Treto - 101% - $ 50.00 Ms. Treto was the sole bidder for this park, where she has been in operation since 1975. Ms. Treto has provided good service to the public and has fully fulfilled her obligations under her current contract. AVG. EVALUATION SCORE: 13.2 Legion and Brickell Parks: Bids: Sabrett South, Inc.- 6% - $125.00 for each Sabrett South was the sole bidders for each of these parks. Sabrett South, Inc., is a franchise of Sabrett, Inc. of New Jersey. They proposed a push cart/hot dog and drink operations and will hire required staff. The corporation is owned by three local attorneys. AVG. EVALUATION SCORES: LEGION - 13.0 - BRICKELL - 13.0 Amco Mini -Park: Bids: Sabrett South Inc. - 6% - $125.00 Leonora K. Ronner - 5.1% - $117.50 Sonny's Sandwich Shop - 5% - $ 50.00 All three bidders proposed the push cart concession serving hot dogs and drinks. Sabrett South, Inc., as mentioned above, offered the highest bid. Leonora K. Ronner, whom offered a slightly lower bid, will be personally involved in the day to day operation and offersto maintain the park daily. Sonny's Sandwich Shop, the lowest bid, would, as Sabrett South, hired required staff to operate the concession, with his primarily business that of Sonny's Sandwich Shop lo- cated on Biscayne Boulevard. After the scoring by the committee, Leonora K. Ronner was the unanimous choice. Discussions revealed that all agreed that " 026 r Coficess on Privilegesa►ox&a►. Page 24& her personal involvement would far outweight the few dollar difference in the bid, in term of intangibles and possible revenues that could exceed the highest bid. AVG. TERM: The terms shall be for a period of one year at which time the City Manager, upon request of the concessionaire, may extend the privileges. Any renegotiation of the agreement must ob- tain Commission approval. 2. NON EXCLUSIVE: The Concessionaire obtains concession privileges and has no exclusivity. However, the City agrees not to grant other concession privilege that may be in conflict, with the exception of special event activities. 3. MAINTENANCE: The concessionaire agrees to maintain the assigned area, on a daily basis, removing litter and debris as a result of his/her operations. 4. PERMIT AND LICENSE: The Concessionaire agrees to obtain all permits and licenses necessary and comply with all government laws. 5. PERFORMANCE BOND : Equal to the minimum guarantee. 6. CONSIDERATION: A percentage of gross or a minimum dollar guarantee, whichever is greater. 1. HOURS OF OPERATIO14: As required to provide services to public, or otherwise approved by the City Manager. B. INSURANCE: A general comprehensive insurance policy including liability, property damage and products liability, with limit as set by the City's Insurance Manager, 9.
