HomeMy WebLinkAboutR-81-1018RESOLUTION NO+ . 81 !_10 18 A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT, IN SUBSTANTIALLY THE FORM ATTACHED HERETO, WITH AN INDIVIDUAL EXPERI- ENCED IN THE FIELD OF CONVENTION COORDINATION TO PROVIDE PROFESSIONAL SERVICES FOR THE "1982 ASTA WORLD TRAVEL CONGRESS" TO BE MELD IN MIAMI OCTOBER 10-16, WITH FUNDS THEREFOR ALLOCATED IN THE AMOUNT OF $50,000 FROM 1982 ASTA WORLD TRAVEL CONGRESS TRUST AND AGENCY FUNDS6 WHEREAS, the City Commission has determined that the 1982 World Travel Congress of the American Society of Travel Agents (ASTA) to be held in Miami, October 10-16, 1981, is of great encomic and social benefit to the City; and WHEREAS, a Trust and Agency Fund entitled 111982 ASTA World Travel Congress" provides $50,000 to defray the cost of providing coordination for the project; and WHEREAS, a highly qualified Congress Coordinator is deemed necessary to coordinate activities of the aforementioned Congress for a period of 10 months commencing January 4, 1982 to October 30, 1982; and WHEREAS, said Congress Coordinator is to receive remuneration for the term of his service in an amount not to exceed $35,000; and WHEREAS, said Congress Coordinator is to be provided funds for expenses incurred in the performance of his duties in an amount not to exceed $15,000 for the term of his services; and WHEREAS, said Congress Coordinator shall work directly under the supervision of the City's Convention Bureau Director; and WHEREAS, the City's Convention Bureau Director has been charged with the responsibility of recommending the most qualified individual to act as a Congress Coordinator to the City Manager who is authorized herein to execute an agreement for the services of said Coordinator; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: l/ The acronym "ASTA" refers to the American Socic Agents, CITY COMMISSION MEETING OF 0EG 1 01981 4; { a Section i. FROW Tony Pajares, Director REFERENCES: Convention Bureau ENCLOSURES: It is recommended that a Trust and Agency Fund be established, per the attached ordinance, to be entitled t11982 ASTA World Travel Congress" and 2Zpropriating funds for the operation of same in the amount of 50,000 to be received from the "Greater Miami Host Committee, Inc.". It is the expressed desire of the Greater Miami Host Committee, Inc. for the 1982 World Congress of the American Society of Travel Agents, that a Congress Coordinator work out of the office of the Convention Bureau to coordinate, program and supervise funds and personnel for the planning and execution of this Congress to be held in Miami, October 10 to 16, 1982. It is requested that: 1. The Congress Coordinator be contracted for a period of approximately 10 months commencing January 4, 1982, to expiration October 30, 1982. 2. The Congress Coordinator work out of the office of the Convention Bureau and be under the direct supervision of its Director. His duties will include: A. To assist in the development of Congress budget and accounting procedures. B. To monitor assignment of hotel sleeping room allotments. C. To develop closed circuit television programming of events of the congress and to deal with the various entities involved, D, To coordinate all parties in an official ASTA parade to be held in downtown Miami during the Congress, E, To work with caterers and hotel officais in planning banquets, meal functions and R receptions, r r1J 7 - 2 - F. To recommend expenditures to the Treasurer of the ASTA Host Committee for equipment, ground transportation, communications systems and clerical personnel. G. To act as a liaison between the ASTA Host Committee, the Convention Bureau and the ASTA National Headquarters. 3. The Congress Coordinator receives renumeration not to exceed $35,000 for the term of the contract. Recommendations for candidates will be made to the City Manager by the Convention Bureau Director based on interviews and investigation procedures.' Monetary considerations will be a factor in this process. 4. The Congress Coordinator be budgeted for expenses incurred in the performance of his duties in an amount not to exceed $15,000 for the term of the contract. Request for reimbursement of expenses will be subject to formal approval by the Convention Bureau Director and will be in accordance with the City's standard accounting procedures. A Resolution which is companion to the recommended ordinance is attached hereto.
