AN ORDINANCE AMENDING SECTION 1 OF ORDINANCE — NO. 8719, ADOPTED OCTOBER 26, 1077, THE SUMMARY GRANT APPROPRIATIONS ORDINANCE, AS AMENDED, BY ESTABLISHING A NEW TRUST AND AGENCY FUND ENTITLED: `STRESS CONTROL TRAINING COURSES FOR — POLICE OFFICERS IN REGION 14", AND APPROPRIATING�� FUNDS FOR THE OPERATION OF SAME IN THE AMOUNT OF r.- $21,140; CONTAINING A REPEALER PROVISION AND A= SEVERABILITY CLAUSE, AND DISPENSING WITH THE REQUIREMENT OF READING SAME ON TWO SEPARATE DAYS BY A VOTE OF NOT LESS THAN FOUR -FIFTHS OF THE MEM=- BERS OF THE COMMISSION. WHEREAS, the City Commission adopted Ordinance No. 8719 on October 26, 1977 establishing resources and appropriations for grant funds anticipated by the City of Miami and for corres- ponding City matching funds; and WHEREAS, the State of Florida has offered to the City of Miami the sum of'$21,140 from the State of Florida Law Enforcement Training Trust Fund, for the purpose of providing street police officers, supervisors and command officers'with practical skills in recognizing and effectively reducing job stress by conducting Stress Control Training courses for police officers in Region 14, which is made up of all State law enforcement agencies and certi- fied training centers in Dade and Monroe Counties; and WHEREAS, the award was based on a proposal submitted by the Miami Police Department to the Police Standards and Training Com- mission, Division of Standards and Training, on August 29, 1977, via the Region 14 Training Council; and WHEREAS, the Strees Control courses will be conducted in the = Miami Police Department, a certified State training center, begin - Section 1. Section 1 of Ordinance No. 8719, adopted Otto - bet 26, 1977, as amended, is hereby further amended in the follow— 1/ ing particulars! "Section 1, The following Trust and Agency Funds ate hereby established and resources ate Hereby appropriated as described herein: >4 :4 FUND TITLE: RESOURCES: Stress Control Training Courses for Police Officers in Region 14 State of Florida Law Enforcement Training Trust Fund $21,140 APPROPRIATION: Stress Control Training Courses for Police Officers in Region 14 $21,140" Section 2. If any section, part of section, paragraph, clause, phrase or word of this ordinance is declared invalid, the remaining provisions of this ordinance shall not be affected. Section 3. All ordinances or parts of ordinances insofar as they are inconsistent or in conflict with the provisions of this. ordinance are hereby repealed. Section 4. The requirement of reading this ordinance on two separate days is hereby dispensed with by a vote.of not less than four -fifths of the members of the Commission. It is reconunended that an Agreement between the City of Miami and Valle-Axelberd and Associates, Inc. be executed for the purposes of providing job stress services from funds allocated for same in the amount of $21,140.00 from ' the State of Florida Law Enforcement Training Trust Fund.
