CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, The City Commission adopted Ordinance No. 8719 on October 26, 1977, establishing resources and appropriations for grant funds anticipated by the City of Miami, Florida; and WHEREAS, the City of Miami is to host over 7000 members of the American Society of Travel Agents (ASTA) World Congress, October 10-16, 1982 and the City is committed to the success of that Congress; and WHEREAS, said Congress will provide millions of dollars of revenue to businesses in the Miami area and will produce con- siderable future revenue through extensive promotion of tourism for Miami; and WHEREAS, the Greater Miami Host Committee, Inc. has requested the City's Convention Bureau to coordinate, supervise and otherwise ensure the success of the Congress and has offered to provide funding 1n the amount of $50,000 for a project entitled. 1982 ASTA WORLD TRAVEL CONGRESS" to accomplish theaforementioned purposes; and WtAtAgt said amount cat be appropriated to establish a now Trust- and Agency Fund entitled "1982 ASTA World Travel Congress; for the afotementiote'd PrbjOCt: NOW THMtVORVt 8t IT ORbAlNtO tY T8t COMMISSION OF THE CITY OF MIAMIt FLORIDA: Section 1. Section I of ordinance No. 8719, adopted October 26, 1917, as amended, is hereby further amended in the following particulars: "Section 14 The following Trust and Agency Funds are hereby established and resources are hereby appropriated'as described herein: FUND TITLE: 1982 ASTA World Travel Congress 2/ RESOURCES: Contribution from Greater Miami Host Committee, Inc. $50,000 APPROPRIATION:1982 ASTA World Travel Congress $50,000" Section 2. The herein appropriation is made to allow proper funding for a project to provide coordination for the "1982 ASTA World Travel Congress" to be held in Miami, October 10-16, 1982. Section 3. All ordinances or parts of ordinances insofar as they are inconsistent or in conflict with the provisions of this ordinance are hereby repealed. Section 4. This ordinance is hereby declared to be an emergency measure on the grounds of urgent public need for the preservation of peace, health, safety,'and property of the City of Miami, and upon the further ground of the necessity to make the required and necessary payments to its employees and officers, payment of its contracts, payment of interest and principal on its debts, necessary and required purchases of goods and supplies, and to generally carry on the functions and duties of its municipal affairs, - - - - - - - - - - - - - - - - - - - - - - - - - - - - - 1/ Underscored words and/or figures constitute the amendment proposed. '>' Howard Gary December 1, 1981 4"R _ City Manager ,` Request for Commission Action On an ordinance Vstablishinq A Trust & Agency Fund FROM Tony pajares, Director Convention 'Bureau It is recommended that a Trust and Agency Fund be established, per the attached ordinance, to be entitled "1982 ASTA World Travel Congress" and abpropriating funds for the operation'- of same in the amount of 500000 to be received from the "Greater Miami Host Committee, Inc.". It is the expressed desire of the Greater Miami Host Committee, Inc. for the 1982 World Congress of the American Society of Travel. Accents, that a Congress Coordinator work out of the office of the Convention Bureau to coordinate, program and supervise funds and personnel for the planning and execution of this Congress to be held in Miami, October 10 to 16, 1982. It is requested that: 1. The Congress Coordinator be contracted for a period of approximately 10 months commencing January 4, 1982, to expiration October 30, 1982. 2. The Congress Coordinator work out of the office of the Convention Bureau and be under the direct supervision of its Director. His duties will include: A. To assist in the development of Congress budget and accounting procedures. B. To monitor assignment of hotel sleeping — room allotments. C. To develop closed circuit television programming of events of the congress and to deal with the various entities involved. D. To coordinate all parties in an official ASTA Parade to be held in downtown Miami during the Congress. E. The Congress Coordinator receives renumeration not to. exceed $35,000 for the term of the contract, Recommendations for candidates will be Trade to the City Manager by the Convention Bureau Director based on interviews and investigation procedures, Monetary considerations will be a factor in this process, 4, The Congress Coordinator be budgeted for expenses incurred in the performance of his duties in an amount not to exceed $15,000 for the term of the contract. Request for reimbursement of expenses will be subject to formal approval by the Convention Bureau Director and will be in accordance with the City's standard accounting procedures. A Resolution which is companion to the recommended ordinance is attached hereto.
