A RESOLUTION APPROVING THE WYNWOOD COMMUNITY
REVITALIZATION PLAN FOR THE WYNWOOD GREAT
NEIGHBORHOOD AREA, GENERALLY BOUNDED BY N.W.
36TH STREET ON THE NORTH, N.W. 29TH STREET
ON THE SOUTH, i-95 OR 6TH AVENUE ON THE WEST
AND NORTH MIAMI AVENUE ON THE. EAST; WHICH
COMMUNITY REVITALIZATION PLAN INCLUDES ACQUI-
SITION AND CLEARANCE, RELOCATION, REHABILITATION,
STREET IMPROVEMENTS AND BEAUTIFICATION, AND
WHICH PLAN IS IN CONFORMITY WITH THE MIAMI
COMPREHENSIVE NEIGHBORHOOD PLAN; THAT AN EDU-
CATIONAL PROGRAM BE IMPLEMENTED FOR THE CITIZENS
REGARDING THE CITY OF MIAMI'S BUILDING AND
ZONING LAWS.
WHEREAS, the Miami Planning Advisory Board, at its meeting
of January 21, 1981, Item No. 1, following an advertised hearing,
adopted Resolution No. PAB 5-81 by a 7 to 0 vote recommending
approval of the Wynwood Community Revitalization Plan for the
Wynwood Great Neighborhood Area, as hereinafter set forth; and
WHEREAS, the City Commission deems it advisable and in the
best interest of the general welfare of the City of Miami and
its inhabitants to recommend said Revitalization Plan;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The Wynwood Community Revitalization Plan for
the Wynwood Great Neighborhood Area, generally bounded by N.W.
36th Street on the North, N.W. 29th Street on the South, I-95 or
6th Avenue on the West, and North Miami Avenue on the East; which
Community Revitalization Plan includes acquisition and clearance,
relocation, rehabilitation, street improvements and beautification
and which Plan is in conformity with the Miami Comprehensive
Neighborhood Plan, and that an educational program be implemented
for the citizens regarding the City of Miami's Building and Zoning
Laws, be and the same is hereby approved.

PETITION 1. Consideration of recommending approval of
the Wynwood Community Revitalization Plan
for the Wynwood Great Neighborhood Area,
generally bounded by NI9 36th Street on
the north, NVI 29th Street on the south,
I-95 or 6th Avenue on the west and north
Miami Avenue on the east; which•Community
Revitalization Plan includes acquisition
and clearance, relocation, rehabilitation,
street improvements and beautification and
which plan is in conformity with the Miami
Comprehensive Neighborhood Plan.
REQUEST To approve the Wynwood Community Revitaliza-
tion Plan.
BACKGROUND In 1976 the City of Miami adopted the Miami
Comprehensive Neighborhood Plan 1976-1986
(DiCNP) which provides the framework for the
overall development of the City of Miami
Neighborhood Revitalization Plan which focuses
on specific neighborhoods where the establish-
ment of a more detailed development program
is needed.
The Wynwood area is characteristic of many
of our older inner city neighborhoods in which
the symtoms of urban decay are becoming more '
evident; these include - increasing hous-
ing deterioration; lowering levels of hous-
ing maintenance; increasing environmental
deficiencies; marginal local commercial areas,
crime, etc. The City of Miami has established
a program for the revitalization of basi-
cally sound older residential neighborhoods
located within the portions o£ the City serviced
by the Community Development Program. The
Miami Great Neighborhood Program aims at
the preservation of these overall sound resi-
dential communities. Elements of the program
include: residential rehabilitation assistance,
street, park and other infrastructure impro-
vements; and an upgrading of public services.
Strong community participation throughout the
process is essential.

The Wynwood Great Neighborhood has certain
attributes which have created an environment
conducive to neighborhood revitalization.
These include:
- Central Location
- Adequate physical infrastructure
- Sufficient vacant land and underdeveloped land
to support new residential development.
- Reasonable housing costs and a high level of
homeownership
- Minimal land use conflicts
- The availability of Community Development Block
Grant Funds for housing rehabilitation, parks
development, street improvements, infill,housing
development and land acquisition for scattered
site public housing
- Past concentration of public improvements with-
in the area
- Strong interest of area residents in upgrading
their community
- Proximity to high quality economically vibrant
Miami Design Plaza and the Garment Center/
Fashion District
Certain problems have been identified within the
community which must be addressed in order to '
achieve neighborhood improvement and foster the
revitalization of the community.
Increasing housing deterioration
Legal and illegal conversion of single family
residential structure _
Increasing movement of the middle income popula-
tion out of the area.
- High level of actual and perceived crime
- Increasing residential overcrowding due to the
influx of low income Cuban and Haitian refugees
into the area
- Declining image of the area
- Lack of convenient neighborhood oriented retail
facilities

- Marginal commercial development along N.W.
2nd Avenue
- Overall unkempt appearance of streets - trash
and sanitation
ANALYSIS The Plan proposals for physical, social and
economic improvements within the study area are
based on analysis and discussions with communi-
ty residents. Major elements of the plan in-
clude:
- The preservation and upgrading of the existing
housing stock through the provision of adequate
financial and technical incentives in coordin-
ation with a vigorous program of code enforce-
ment is one of the main goals established for
this plan. It is anticipated that 100 struc-
tures will be rehabilitated during the next 3
years utilizing funds from the Great Neighbor-
hood Housing Rehabilitation Fund, the federal
312 program and private resources. Efforts
will be made to target federal 312 funds for
multi -family rehabilitation.
- The Demolition of 6 abandoned and dilapidated
structures within the area and the acquisition
of 5 vacant lots to provide home ownership oppor-
tunities for moderate income families, through
the City of Miami Second Mortgage Program and
federal 235.
- Improvement to the viability of the local commer-
cial corridors by physical beautification such
as N.W. 2nd Avenue between N.W. 29th and 36th _
Streets, and business development assistance.
- The completion of improvements of the streets
located within the eastern portion of the
study area between N.W. 29th and 36th Streets,
and between N.Y. 2nd Avenue and North Miami
Avenue.
- The prevention of blighting influences such
as overcrowding as a result of the recent in-
flux of Cubans and Haitian refugees in the
area through a more vigorous enforcement of
existing regulation.
- An emphasis on crime prevention and improve-
ment to security in the area through the uti-
lization of a Crime Prevention Program recent-
ly initiated by the City of riiami Police Depart-
ment.
